This road had been paved up to the former <br /> crusher/screener bench but the asphalt was removed for reclamation. The operator has maintained road ditches and <br /> has established cross drains across the road in order to minimize road erosion. An additional cross drain on the <br /> road section on the west side of the reclaimed portal bench area would be helpful since a rill is beginning to form <br /> in the road. <br /> The graveled entrance road to the reclaimed run-of-mine stockpile area was passable and in good condition.The <br /> one cross drain across the road had sufficient capacity. The public road leading to the West Mine and the public <br /> road and mine road leading from the reclaimed West Mine area to the reclaimed West Mine fan site was also <br /> passable, although there was standing water in a couple of places along the mine road. <br /> The road leading to the well field was muddy but passable.The three paved entrance roads at the unit train loadout <br /> area were dry and in good condition.The dirt road at the partially reclaimed temporary highway coal stockpile <br /> area was damp but passable. <br /> RECLAMATION SUCCESS -Rule 4.15,Rule 3: <br /> The reclamation work at the East Mine has been successful so far. The backfilled slopes appeared to be <br /> stable and the rough grading has stabilized the slopes as far as erosion is concerned. There is a good stand of <br /> vegetation on the lower slopes and a fair vegetative cover on the upper slopes.The upper slopes had been <br /> revegetated but additional grading operations require reseeding. The operator has the seed and will begin reseeding <br /> operations as soon as the weather cooperates. <br /> Across the road from the East Mine,the reclaimed run-of-mine coal stockpile area is holding up very well. The <br /> roughened grading has helped to establish a good vegetative cover.The reclaimed slopes were stable. <br /> The reclamation work at the West Mine has been good.The slopes are stable and have a good vegetative cover. <br /> The 48 inch diameter culvert in East Roatcap Creek will need to be removed and the drainage channel <br /> reestablished to complete the reclamation at the West Mine. <br /> There had been structural demolition work performed at the unit train loadout.The three concrete silos,conveyors, <br /> grizzly and railcar loading structures had been removed and approved for bond release.The partial reclamation <br /> work at the temporary highway coal stockpile area involved removing the coal and covering the pad with dirt, <br /> followed by temporary seeding. The site has a moderate vegetative cover and the cut slopes are stable.There was <br /> no erosional gullying at the site. <br /> REVEGETATION—Rule 4.15❑❑Vegetative Cover;Timing: <br /> The lower slopes of the backfilled and graded disturbed areas at the East Mine had a good vegetative <br /> cover.The grading left depressions in the backfill for runoff to accumulate,which helps the revegetation efforts. <br /> The upper slopes will need reseeding due to additional grading work that had been done after the original <br /> reseeding. The vegetative cover on these upper slopes was fair but the operator anticipates reseeding soon. <br /> Number of Partial Inspection this Fiscal Year: 7 <br /> Number of Complete Inspections this Fiscal Year: 4 <br /> Page 4 of 9 <br />
