May 25, 2011 C-1996-083/Bowie No. 2 Mine JJD <br />bench. <br />PROCESSING WASTE/COAL MINE WASTE PILES - Rule 4.10 and 4.11 ? ?Drainage Control; Surface <br />Stabilization; Placement: <br />There was positive drainage off of the gob pile. The upland diversion ditch had enough capacity. Surface <br />disturbance markers were up around the disturbed area at this site. There were two gullies that are beginning to <br />form on the outer edge of the coal waste on the west side of the second lift that should be taken care of before they <br />get too big. The outslope of the first lift was stable and had a moderate to good vegetative cover. There were no <br />indications of slope stability problems. No coal waste has been placed at the gob pile no. 3 area. <br />ROADS - Rule 4.03 ? ? Construction 4.03.1(3)/4.03.2(3) ? ? Drainage 4.03.1(4)/4.03.2(4) ? ? Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)? ?Reclamation 4.03.1(7)/4.03.2(7): <br />The paved haul road at the main mine site was in good condition. The guard rail was in place. The dirt <br />road up to the utility bench was passable. The gob pile haul road was wet and muddy but was passable. The public <br />road going up Hubbard Creek to the fan site was passable but is experiencing some erosion in one spot that could <br />narrow the road considerably in the future. <br />REVEGETATION - Rule 4.15 ? ? Vegetative Cover; Timing: <br />The outslopes of the mine benches had a good vegetative cover, as were the outslopes of the loadout and <br />spur line bench. The gob pile no. 3 disturbed area had a fair to moderate cover of vegetation. <br />SLIDES and DAMAGE - Rule 4.12: <br />There were no stability problems with any of the cut and fill slopes at the various mine benches. Repair <br />work on previous slides continues to be successful. The outslopes of the train loadout and spur line bench were <br />stable. <br />SUPPORT FACILITIES - Rule 4.04: <br />There were no problems with the facility structures on the utility bench, D-seam portal bench, B-seam <br />portal bench, downhill conveyor, lower coal stockpile area, wash plant area, pump house, overhead conveyor, unit <br />train loadout and the Hubbard Creek fan site. The operator continues to dismantle the structures at the Hubbard <br />Creek fan site. All of the material storage areas were well organized. The wildlife crossing over the downhill <br />conveyor was in place. <br />SIGNS AND MARKERS - Rule 4.02: <br />Mine identification signs were up at the main mine entrance, pump house, unit train loadout and Hubbard <br />Creek fan site. Additional mine id signs were up along Hubbard Creek and Bowie Road, where the permit <br />boundary crosses the public roads. The required mine information was on each sign. <br />Surface disturbance markers were up around the disturbed areas. Subsidence warning signs were up on the west <br />side of the utility bench and up Hubbard Creek just below the fan site.
