Coal haul trucks were unloading during the inspection.There were no railcars being loaded but there were several fully loaded railcars on site. There were no signs of fugitive dust being a problem onsite or offsite. HYDROLOGIC BALANCE -Rule 4.05❑❑Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: The west side sediment pond that treats runoff from the topsoil stockpile was dry.The combination spillway was clear of any blockage.The east side sediment pond had a little standing water in it.The gate on the primary discharge pipe was closed and the emergency spillway was clear of any debris.The pond inslopes were stable and the pond embankment was well vegetated. The collection ditches had been recently cleaned out.The ditch cleanings were put into a pile just east of the east side sediment pond for transfer to the Elk Creek Mine for permanent disposal.Upland diversion water was flowing through the loadout's diversion ditch and culvert system. The silt fence and straw bales were in place along the railroad track small area exemption.However,the straw bales around the drop inlet on the east side of the track area will need to be repaired soon. PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11❑El Drainage Control; Surface Stabilization; Placement: There was a small pile of coal waste from the screening process near the east side sediment pond.The coal waste will be trucked to the Elk Creek Mine for permanent disposal.
