This is <br /> acceptable to the Division. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> CCC is proposing to add a GPS repeater station at within line of sight of the facilities. This proposed <br /> location was inspected and discussed. It will be a small area,similar to a drill pad, for construction of a tower and <br /> ancillary facilities. CCC will be submitting a Minor Revision to the Division in order to permit this construction. <br /> TOPSOIL—Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> Redistribution 4.06.4: <br /> Topsoil stockpiles were inspected in accordance with Rule 4.06.3. The operator strips topsoil in advance <br /> of the pit, and generally does not conduct topsoil stripping operations in the spring or when topsoil is frozen or <br /> saturated. Topsoil stripping for 2011 pit advances in the South Taylor pit was conducted in the fall of 2010,and <br /> therefore were not a part of this inspection evaluation. Inspection of the topsoil stockpiles started at the Gossard <br /> load out and Stoker siding area. <br /> Topsoil Stockpile 17C: Constructed in the late 70's during initial construction of load out. Pile has a stable <br /> vegetative cover and there was no evidence of weeds on the pile or erosional features on the pile. Topsoil <br /> Stockpile signage was in place. Runoff from this pile reports to Stoker pond. <br /> Topsoil Stockpile 1713:This pile also dates to the late 70's. The pile is stable with a perennial cover of grasses. <br /> No noxious weeds were identified on the pile and topsoil identification sign was in place. <br /> Topsoil Stockpile 17A: Good vegetative cover was in place on the pile with no evidence of noxious weeds. No <br /> erosional features were noted on the pile,and topsoil identification marker was in place. <br /> Two small topsoil stockpiles were observed at the load out area that were not shown on Map 28A. One was <br /> located just west of the rail at the north end of the loop,the other was located on the north side of the Gossard <br /> pond. The operator stated that they would survey the volume of these piles and place the locations on the map. <br /> This is acceptable to the Division. <br /> The inspection continued south towards the facilities area: <br /> 15I: This pile is located along the main haul road,and was constructed in the late 70's during the construction of <br /> the haul road, This pile is well vegetated with perennial grasses. No noxious weeds or erosional features were <br /> observed on this pile. Appropriate signage is in place. <br /> 15A: is located immediately west of the facilities area and the majority of the pile was constructed during the <br /> initial construction of the support facilities. This pile is well vegetated with perennial grasses and no noxious <br /> weeds were observed. No erosional features were observed on this pile. <br /> 15F: Some of this pile was used in 2010 on reclamation of a coal stockpile storage yard in the facilities area.
