May 24,2011 C-1981-019/Colowyo Coal Mine JHB
ROADS—Rule 4.03
Construction 4.03.1(3)/4.03.2(3)
Drainage 4.03.1(4)/4.03.2(4)
Surfacing and Maintenance4.03.1(5)and(6)/4.03.2(5)and(6)
Roads generally are in good condition and CCC has been conducting regular maintenance of ditches. There are
some soft areas on portions of the haul road where CCC is working at getting the water off the low spots of these
roadways. CCC continues to buttress the HR between the West Pit and South Taylor Pit.
Sand and water runoff off the main haul road north of the main facilities area was discussed. High precipitation
levels this past winter has resulted in higher amounts of runoff off the runoff and across the East Taylor access
road. This results in soft portions of the East Taylor road and potentially limits access to West Taylor Pond,East
Taylor Pond and West Pit Pond. CCC and the inspector discussed possibilities regarding additional sumps,or
check dams as possible solutions. Due to the high volume of traffic on the haul road, need for keeping the
roadside ditches clear of sediment control measures, limited access to the drainage, no one solution was
determined. This is an area that will continue to need to be evaluated. CCC does have sumps in this drainage
currently before runoff from the road reaches East Taylor Creek.
REVEGETATION—Rule 4.15 Vegetative Cover;Timing:
Vegetation on 2009 West Pit reclamation is establishing well. The cool wet Spring has kept areas seeded
in 2010 too early to see emergence. Annual mustard were noted emerging in these newly seeded areas.
It was also too early to see signs of weed emergence throughout the reclaimed areas of the mine.
SLIDES and DAMAGE -Rule 4.12:
West pit reclaimed parcels completed in 2009&2010 upslope of the East Taylor Pond has settlement
cracking on the slopes and a new slump was noted on the east side of the drainage. This new slump is
immediately upslope of the East Taylor Pond inlet. The head scarp is approximately 75 ft. long, and the offset
from the scarp—1.5 ft. to 2 ft.high. The toe bulge is minimal though present. Water was flowing from the toe of
the slump. Flow is low...visual estimate<5gpm. Flow from the toe of slump reports to East Taylor Pond. This
feature has typical rotational features. The settlement cracking is mostly linear and does not exhibit rotational
features.
No snowdrifts remain upslope of the feature. Minor repairs to contour furrows upslope of the slump are needed
and CCC stated that they have scheduled this maintenance of the ditches. Continued visual monitoring of the
slump is advised. This slump is at the toe of a large portion of recent reclamation and is adjacent to the
undisturbed hill slope tie-in. Monitoring of the settlement crack is advised as well. The Division is concerned with
keeping additional water from flowing down and into this settlement crack.
CCC has conducted a spring 2011 Rill&Gully survey. This report has not yet been forwarded to the Division.
Number of Partial Inspection this Fiscal Year: 8
Number of Complete Inspections this Fiscal Year: 4
Page 4 of 12
