This <br />will be submitted as part of a revision at a later date. <br />Phase 3 Bond Release <br />The irrigated pasture areas proposed in SL-12 for Phase 3 bond release are being compared to the reference area <br />under the standards of the permit at the time of the bond release application in August 2009. DRMS expressed <br />concern both in the AR-04 letter and at the meeting on May 13th that the sequence of events surrounding the <br />vegetation studies of the Phase 3 area, the approval of the reference area for IP (TR-58), and the bond release <br />submittal itself. In order to allay these concerns, WFC assembled a detailed discussion of the IP reference area <br />discussion, application for, and eventual approval of, in order to show DRMS that both the letter and spirit of <br />the regulations governing bond release were followed. This detailed discussion is attached to this letter as <br />Attachment A. <br />Additionally, in the May 16th letter, DRMS has requested additional details regarding the management of both <br />the reclaimed IP and reference IP areas in regards to water, fertilization, and grazing/haying. The DRMS <br />questions, as well as a WFC answers are below: <br />1. Confirm the source of water for both the reference area and the reclaimed area <br />2. Specify the date water was released in the flood irrigated reference, and the date water was released <br />and the type of irrigation use in the reclaimed irrigated pasture. <br />3. Specify the application rate of water in the reference area and the application rate of water in the <br />reclaimed area. <br />4. Livestock grazing. Detail the number and type of animals that were allowed to graze in the reference <br />area and in the reclaimed area. Specify the dates animals were release and the dates they were removed <br />from both areas. <br />5. Haying. Provide dates of haying in the reclaimed areas if this occurred. If available, please include the <br />number and types of bales produced. <br />6. Fertilization. Discuss and provide details on date, type, and rate of fertilizer applied to the reference <br />area and/or to the reclaimed area. <br />In order to appropriately answer these questions, WFC has expanded on the management section of the Phase 3 <br />bond release application, with discussion for each of the above items.
