PROPOSED DIVERSION OF RALSTON CREEK <br />Background and Rationale <br />On December 14, 2010, the Division of Reclamation, Mining and Safety ("DRMS") issued to <br />Cotter Corporation (N.S.L.) ("Cotter") a letter containing an Adequacy Review (DRMS, 2010) <br />of the Environmental Protection Plan ("EPP") which Cotter had submitted to DRMS on July 31, <br />2010 (Cotter, 2010). This TR request has been developed in response to requirements of the EPP <br />Adequacy Review indicated in Item 7 with respect to a provision to convey, transport, or divert <br />surface water around or away from the alluvial fill area. <br />Proposed Technical Revision <br />Wright Water Engineers ("WWE") has provided Cotter with a technical basis and conceptual <br />plan to temporarily convey Ralston Creek from a location upstream of disturbed areas at the <br />Schwartzwalder Mine site to a location downstream of disturbed areas in a temporary pipeline. <br />The objective is to protect water quality in Ralston Creek and simultaneously dry out the alluvial <br />fill area in order to allow potential sources to be further investigated and long-term mitigation <br />measures to be developed and implemented. The attached Technical Memorandum from WWE <br />is submitted for consideration as the technical basis and conceptual plan for Technical Revision <br />18 to Mining Permit M-1977-300. <br />Bonding <br />The cost for design and installation of the pipeline is estimated to be $1,429,000.
