remaining in the Section 16 Pit. Added to the 35.5 acres of reclamation that have <br />not yet received a Phase II Bond Release, Colowyo has approximately 280 acres <br />of topsoil replacement remaining in the Section 16 Pit. If Colowyo replaces the <br />required eight inches of topsoil in the Section 16 Pit, the total volume of topsoil <br />will be 301,200 LCY. Please adjust the topsoil replacement volume for the <br />Section 16 Pit to correspond to all of the acres that have not received a Phase <br />II Bond Release, including all of the Section 16 Pit acres that have not yet <br />been backfilled and regraded. <br />f. On page Exh 13A-T1-2 Colowyo shows reclamation work for the facilities area, <br />stockpile areas, Gossard Loadout and ponds and collection ditches. There are no <br />topsoil volumes listed for these areas. Based on the current permit, Colowyo is <br />required to replace an average of eight inches of topsoil on these locations. <br />Please include topsoil replacement volumes for the facilities area, stockpile <br />areas, Gossard Loadout and ponds and collection ditches. <br />g. On page Exh 13A-T1-4 Colowyo lists the indirect costs associated with the cost <br />estimate, as required by Colorado contracting requirements. There are three <br />discrepancies in the indirect costs. First, the site liability insurance, as a <br />percentage of the direct costs, is 2.02% (as opposed to the 1.50% listed). Second, <br />the job superintendent hourly rate, based on CDOT labor rates and the 2010 Cost <br />Reference Guide, which includes wages, fringe benefits and a pick-up truck, is <br />$58.56 (as opposed to the $53.87 listed). Third, the liability insurance (item C3), <br />contract bond (C4), job superintendent (C5) and profit (C7) are all part of the <br />contract amount. These items are added to the direct costs. To give the contract <br />amount. The engineering and bid preparation (CI) and the project management <br />(C6) are a percentage of the contract amount (the amounts of which are added to <br />the contract amount to give a total bond amount). Please review and correct the <br />indirect cost percentages and amounts and the order and calculation of the <br />indirect costs. <br />h. On page Exh 13A-T3-1 Colowyo shows 317.7 acres of reseeding for the East Pit. <br />Based on the Division's digitizing of the 2010 ARR Exhibit 5A there is <br />approximately 213 acres of reclamation remaining in the East Pit (including the <br />haul road corridor that will become the upper reach of the Streeter Ditch) and <br />there is 274.4 acres of reclaimed lands that have not yet been approved for a <br />Phase II Bond Release, for a total of approximately 487.4 acres requiring <br />reseeding costs. Please adjust the reseeding acreages for the East Pit on page <br />Exh 13A-T3-1 to include all areas that have not yet been approved for a <br />Phase II Bond Release (including areas that have not yet been reclaimed). <br />i. On page Exh 13A-T3-1 Colowyo shows 0 acres of reseeding for the Section 16 <br />Pit. Based on the Division's digitizing of the 2010 ARR Exhibit 5A there is <br />approximately 245 acres of reclamation remaining in the Section 16 Pit and there <br />is 35.5 acres of reclaimed lands that have not yet been approved for a Phase II <br />Bond Release, for a total of approximately 280.5 acres requiring reseeding costs. <br />Please adjust the reseeding acreages for the Section 16 Pit on page Exh 13A- <br />T3-1 to include all areas that have not yet been approved for a Phase II Bond <br />Release (including areas that have not yet been reclaimed). <br />F
