and regrading that was completed in the final cut of the East Pit until such time as <br />a Phase I Bond Release has been applied for and approved. This would include <br />the 2007-2010 reclamation blocks in the East Pit. Please review the remaining <br />backfill volume for the East Pit and correct as necessary. If Colowyo believes <br />that the 1,306,675 LCY given is the correct volume, please provide <br />documentation showing this. <br />b. On page Exh 13A-T1-1 Colowyo lists the volume of spoil required to backfill and <br />grade the Section 16 Pit. The total volume given is 0 LCY. In the previous <br />estimate the volume required to backfill and grade the Section 16 Pit was <br />3,404,200 LCY. In TR-81 Colowyo has completely eliminated the backfilling <br />and grading of the Section 16 Pit. While the Division acknowledges that <br />Colowyo has performed some backfilling work in the Section 16 Pit, there is still <br />work to be completed knocking down spoil ridges and backfilling the northern <br />portion of the Section 16 Pit. Additionally, as in "a" above, Colowyo is not <br />allowed to take any credit for backfilling and regrading work that was completed <br />in the final cut of the Section 16 Pit until such time as a Phase I Bond Release has <br />been applied for and approved. This included all of the material that was placed <br />in the south portion of the pit in conjunction with the East Taylor Fill. Please <br />revise the spoil grading volumes for the Section 16 Pit and include a cost for <br />performing this work. <br />c. On page Exh 13A-T1-1 Colowyo lists the volume of truck/shovel spoil required <br />to backfill and grade the South Taylor Pit. The total volume given is 20,747,000 <br />LCY. Based on the table shown on revised page South Taylor/Lower Wilson - <br />Rule 4, Page 20 (revised date of 6 December 2010), the temporary spoil volume <br />for the East and West Taylor Fills is 39,085,227 LCY and 3,632,635 LCY, <br />respectively, for a total of 42,717,862 LCY of temporary spoil. The volume given <br />on page South Taylor/Lower Wilson - Rule 4, Page 20 is 21,970,862 LCY more <br />than the volume given in the cost estimate. Please revise the truck/shovel spoil <br />volume in the cost estimate to match the volumes given in the table on page <br />South Taylor/Lower Wilson - Rule 4, Page 20. <br />d. On page Exh 13A-T1-2 Colowyo lists the volume of topsoil replacement required <br />for the East Pit. The total volume given is 363,075 LCY. Based on the <br />Division's digitizing of the 2010 ARR Exhibit 5A there is approximately 213 <br />acres of reclamation remaining in the East Pit (including the haul road corridor <br />that will become the upper reach of the Streeter Ditch) and there is 274.4 acres of <br />reclaimed lands that have not yet been approved for a Phase II Bond Release, for <br />a total of approximately 487.4 acres requiring topsoil replacement costs. If <br />Colowyo replaces the required average of eight inches of topsoil on the East Pit <br />the total topsoil replacement volume will be 524,221 LCY. Please adjust the <br />topsoil replacement volume for the East Pit to correspond to all of the acres <br />that have not received a Phase II Bond Release, including all of the East Pit <br />acres that have not yet been backfilled and regraded. <br />e. On page Exh 13A-T1-2 Colowyo lists the volume of topsoil replacement required <br />for the Section 16 Pit. The total volume given is 0 LCY (although there is a <br />reclamation cost of $2,866,234.00 given). Based on the Division's digitizing of <br />the 2010 ARR Exhibit 5A there is approximately 245 acres of reclamation <br />
