14. Prior to issuance of the Class II permit, signs shall be posted at the entrance to the <br />gravel pit site that all trucks with Jake Brakes must have Jake Brake mufflers. CRS <br />§ 42-4-225(1.5), LPLUC 82-165, 82-192. <br />15. Trucks with Jake Brakes and without Jake Brake mufflers shall not be allowed to <br />load material at the site. CRS § 42-4-225(1.5), LPLUC 82-165, 82-192. <br />16. Prior to issuance of the Class II permit, CR 213 structural impact fees, totaling <br />$144,105, shall be paid. LPLUC 82-161. <br />17. Annual volume of material hauled offsite shall be limited to either 426,500 tons per <br />year or 30,000 trucks leaving the site, whichever occurs first. If the trip volumes <br />increase above these volumes outlined in the Russell Traffic Study dated <br />November 19, 2010, a new land use permit shall be required. LPLUC 82-161 (b) <br />18. Access will not be allowed via Animas Airpark. (Improvements would have been <br />required if access was through the airpark). LPLUC 82-161 <br />19. Noise levels associated with the facility shall not exceed the following: <br />a. During construction work and pit development: 80d (A) at 25 feet from the <br />adjoining property line. C.R.S. SS 25-12-103 (5) <br />b. During pit production; 55DB (A) at 25 feet from the adjoining property line. CRS <br />SS 25-12-103, LPLUC 82-165, 82-196. <br />c. The electric water pump shall be enclosed in a pump house or other structure <br />that meets the noise emission level for surrounding properties. LPLUC 82-165, <br />82-196 <br />20. Signs shall be posted in the field trailer and at all well or water distribution points <br />that the water quality is not suitable for drinking. LPLUC 82-186. <br />21. Hours of Operations shall be limited to 7 AM to 5 PM, Monday through Friday. <br />Ancillary activities not associated with the excavation of, the processing of, or the <br />hauling of materials on or from the site are permissible outside of these hours, such <br />as, but not limited to: equipment repair, light truck or passenger vehicle traffic, <br />onsite security activities, or internal office work. No heavy machinery may be <br />started for warm-up or operated prior to 7 AM. The applicant may request <br />temporary waivers from the standard hours of operation by providing prior written <br />notification to the La Plata County Planning Department and any landowners <br />requesting said notification. The waivers to extend the hours of operation shall not <br />exceed a maximum total of 15 days throughout one calendar year and shall not <br />exceed the hours of 7 AM to 7 PM Monday through Saturday. No operations shall <br />be permitted on Sundays. LPLUC 82-192, 82-193 <br />22. No work shall be performed adjacent to residential properties using artificial light so <br />as to reduce glare and other light disturbance to the surrounding properties. LPLUC <br />82-192, 82-193 <br />23. Dust shall be controlled using a variety of methods including, but not limited to: <br />a. Use of spray bars on crushers and plant equipment <br />b. Screens or other areas hard to control with water will be covered with tarps or <br />burlap <br />c. Bag houses shall be used to capture dust off of concrete plants and asphalt <br />plants <br />d.
