UA - Onshore Gas Number: CO-HSE-032 <br /> HSE Procedure Custodian: Colorado Operations <br /> Spill Prevention, Control and Revision: 0 <br /> Countermeasure (SPCC) Plan Effective: January 2012 <br />7.0 PREVENTION, RESPONSE and CLEAN-UP <br />7.1 Prevention <br />Spill prevention measures are inherent to the design of the Facility to reduce the potential of a <br />spill. These include selection of suitable type of material, dimension and controls to monitor <br />temperature, pressure, flow, volume, etc. <br />As a means of reducing the potential of an oily fluid surface spill from East RDD Project oil <br />flowlines and tanks, the following periodic integrity and leak testing activities and other related <br />measures will be practiced: <br />• Routinely conduct visual inspections for leaks, broken insulation, drips, corrosion etc. <br />• Routinely conduct visual inspection tasks using an inspection checklist which are <br />recorded and archived. <br />• Pressure testing buried piping upon installation or modification. <br />To reduce the potential of a fluid spill at the site, the following measures will be practiced: <br />• All of the operations infrastructure will be inside a security fence. During operations and <br />reclamation, site access will be controlled by security guards or security fencing. <br />• There will be a dedicated person, with immediate access to valves, guarding and <br />overseeing the fluid transfer while transferring fuels. <br />• Cell phones will be turned off and no phone calls will be taken by guard/surveillance <br />personnel. <br />• If site operations are ceased and the site is going to be temporarily unmanned (e.g. for the <br />night), then all containers containing oily fluids and associated valves will be checked <br />and secured against potential spills, leaks. <br />Additionally, to reduce the consequences of a spill, the East RDD Project will have: <br />• Constructed lined or concrete secondary containment for oily fluid containers.
