UA - Onshore Gas Number: CO-HSE-032 <br /> HSE Procedure Custodian: Colorado Operations <br /> Spill Prevention, Control and Revision: 0 <br /> Countermeasure (SPCC) Plan Effective: January 2012 <br />2.0 INTRODUCTION and APPLICABILITY <br />This document has been developed according to guidance provided in API's bulletin D16, Third <br />Edition, December 2002, Suggested Procedure for Development of Spill Prevention Control and <br />Countermeasure Plan. Hence this Plan does not follow the exact layout of the SPCC regulation, <br />and accordingly a regulatory cross-reference is required (see Appendix 1). <br />The East RDD Project is determined to be subject to the Environmental Protection Agency <br />"SPCC" regulation 40 CFR Part 112, Oil Pollution Prevention and Response, based on the <br />following criteria: <br />• East RDD Project facilities will have an aggregate aboveground storage capacity in <br />excess of 1320 gallons for oil. Only containers of oil with a capacity of 55 gallons or <br />greater are counted to meet this threshold, <br />and <br />• East RDD Project facilities are located near navigable waters of the US which include <br />surface water, tributaries and dry gullies. <br />Based on the field activities at the East RDD Project, a research facility, which include: <br />• Drilling activities, <br />• Nahcolite leaching, <br />• Pyrolysis and Feasibility-Level Production, <br />• Reclamation, <br />the following sections of the SPCC regulation (table of the following page) are applicable: <br />Continued on next page <br />Printed: April 7, 2011 Section 2 Page 15 of 71 <br />The controlled version of this "controlling document" resides online in Livelink®.
