Compliance With Mine Plan Y - Support Facilities Not On-site <br /> N -Other NA - Special Categories Of Mining <br /> NA -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the Seneca II-W Mine conducted by Susan Burgmaier,Brock Bowles,and <br /> Stephanie Reigh. No representatives of Seneca Coal Company were present during the inspection; Dennis Bugay <br /> was contacted at the mine office,but did not go along on the site inspection. It was snowing off and on during the <br /> inspection,and visibility was limited at times. Two inches of new snow had fallen overnight, and ground <br /> conditions were extremely muddy. The area has received record snowfall this season, and melting of uplands has <br /> been delayed due to cooler than normal weather and increased precipitation. The Yampa River and tributaries <br /> were already running high,with additional runoff yet to come. Routt County has issued flood alerts and landslide <br /> warnings. At the mine site, snow has not yet melted off of the upper pit area, and the roadways were impassable <br /> due to muddy conditions. The inspection was limited to the Tie-Across Haul Road,and the Pond 006/Facilities <br /> area. <br /> HYDROLOGIC BALANCE -Rule 4.050❑Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6, Discharge Structures 4.05.7, 4.05.10,Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13;Drainage—Acid and Toxic Materials 4.05.8, <br /> Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Pond 006 was discharging slightly turbid water. The embankment and outfall area of the pond were <br /> stable. A considerable amount of snowmelt runoff was entering the pond through the 006 Gulch drainage. <br /> ROADS—Rule 4.03❑❑Construction 4.03.1(3)/4.03.2(3)❑❑Drainage 4.03.1(4)/4.03.2(4)❑❑Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5) and(6)❑❑Reclamation 4.03.1(7)/4.03.2(7): <br /> The Tie-Across Haul Road surface was in good condition,but somewhat muddy. Water was standing in <br /> adjacent low lying areas due to the excess of moisture received in the area. Ditches were in good condition. The <br /> outfall of TAHRC-12 needs to be maintained where downcutting has occurred approximately 30' from the culvert <br /> outlet. The Mine Entrance Haul Road was saturated; the upper 3"of surface was extremely muddy. A motor <br /> grader was working to maintain the road surface.
