The water budget results were used to develop monthly depletion factors to <br />determine the monthly consumptive use credit that can be claimed under the Hamp-Bell Ditch by <br />Priority, as shown in Table 3a. The factors were determined by taking the average historical <br />monthly depletion associated with each Priority and dividing by the average historical monthly <br />diversion attributed to each Priority. To calculate the future consumptive use credit, the monthly <br />depletion factors will be multiplied by the future calculated monthly diversions of the Hamp-Bell <br />water rights under each water right. By applying the depletion factors in Table 3a and the diversion <br />limits in Paragraph 15, the consumptive use credits will be limited to the amount that occurred <br />historically. The depletion factors will be applied in the months when a net depletion occurred to <br />the river as a result of the diversion of each respective right. Application of the depletion factors <br />during these months will automatically leave the remainder of the calculated diversions in the <br />stream during these months to replace the historical return flows.
