However, if the operator demonstrates in accordance with Rule <br />6.5(4); peak particle velocity in excess of 0.5ft/sec will not adversely affect these structures; the <br />Division will review the report and act accordingly. The 0.5 ft/sec. peak particle velocity is selected <br />from the Office of Surface Mining Blasting Manual. According to the manual, the 0.5 ft/sec. peak <br />particle vibration velocity, will protect, even fragile buildings and structures from probable adverse <br />impacts from vibration. If the operator agrees to not exceed, the selected peak particle velocity, a pre- <br />blast survey might not be needed. However, as suggested in item #1, the operator should attempt to <br />contact the property owners. <br />4) If the operator agrees not to exceed the selected peak particle velocity, the operator must record the <br />location of the blast monitors, each time a blast is conducted. The peak particle velocity that is <br />generated from each blasting event must not exceed 0.5 ft/sec. The results of the peak particle <br />velocity that is generated from each blasting event must be recorded and verified. All the recorded <br />data must be available upon request by the Division. <br />This concludes my review.
