April 26,2011 C-1981-038Bowie No. 1 Mine JJD <br /> The East Mine reclamation was not inspected due to the very wet ground conditions. <br /> REVEGETATION—Rule 4.15❑❑Vegetative Cover;Timing: <br /> There was a good grass cover on the outslopes of the unit train loadout bench.No indications of erosional <br /> gullying were observed. Due to very muddy conditions,the East Mine revegetation efforts were not inspected. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> Due to vandalism at the Bowie No. 2 Hubbard Creek fan site,Bowie has started locking all three entrances <br /> to the Bowie No. 1 unit train loadout.Most of the facilities at the loadout had been removed and bond given back <br /> through the bond release process.There were no problems with the remaining shop building, substation,railroad <br /> spur and railroad bridge. A portable disposal container was on the east end of the site,presumably, for the removal <br /> of the miscellaneous scrap metal that remains on site. Several areas at the loadout are being used for mine <br /> equipment storage.There was a small railroad company work car on site.No problems were noted with the pump <br /> house building or the wells at the well field. <br /> SIGNS AND MARKERS—Rule 4.02: <br /> The mine identification signs were up at the well field,the reclaimed former run-of-mine coal stockpile <br /> area and at each of the three entrances to the train loadout site. Mine id signs were also up at the East Mine and at <br /> the temporary highway coal stockpile area,although these last two sites were not inspected due to the very wet <br /> weather and saturated ground conditions. Mine id signs were also up along Steven's Gulch road where the permit <br /> boundary crosses the public road. <br /> Surface disturbance markers, which are white pvc pipe placed over rebar,were up around the disturbed areas. <br /> Subsidence warning signs were up along the section of Steven's Gulch road that is adjacent to the well field. <br /> TOPSOIL—Rule 4.06❑7Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> Redistribution 4.06.4: <br /> The small topsoil stockpile on the west side of the unit train loadout was well vegetated and the topsoil <br /> sign was up. <br /> SEALING OF DRILLED HOLES AND UNDERGROUND OPENINGS—Rule 4.07 <br /> RECLAMATION PLAN COMPLIANCE—Rule 4.13 <br /> DOCUMENTS RECEIVED-None <br /> OTHER(SPECIFY) <br /> Number of Partial Inspection this Fiscal Year: 7 <br /> Number of Complete Inspections this Fiscal Year: 3 <br /> Page 3 of 4 <br />
