In addition, <br /> there were no signs of dirt or coal fines being tracked onto any of the highways from the disturbed or reclaimed <br /> areas.The general area has received a lot of precipitation recently so fugitive dust problems would not be expected <br /> anyway. <br /> BACKFILL and GRADING—Rule 4.1411❑Contemporaneous Reclamation 4.14.1; Approximate Original <br /> Contour 4.14.2;Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27; Handling of Acid and Toxic <br /> Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> Although covered by a thin layer of recent snow,the backfilling and grading work at the West Mine <br /> appears to be stable.There were no slope instability problems noted.There was no cover of snow on the reclaimed <br /> slopes at the former run-of-mine coal stockpile area and these slopes also appeared to be stable.Due to the very <br /> wet weather,the backfilled reclaimed slopes at the East Mine were not inspected. <br /> ROADS—Rule 4.03❑❑Construction 4.03.1(3)/4.03.2(3)❑❑Drainage 4.03.1(4)/4.03.2(4)❑❑Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5)and(6)0❑Reclamation 4.03.1(7)/4.03.2(7): <br /> The three paved entrance roads at the unit train loadout were in good condition.The dirt road leading to <br /> the well field was very muddy but was passable.The road leading from Steven's Gulch road to the West Mine was <br /> a little muddy but was passable. Steven's Gulch road was wet but only muddy in the higher reaches of the road. <br /> RECLAMATION SUCCESS -Rule 4.15,Rule 3: <br /> Although covered in a light snow,there did not appear to be any problems with the reclamation at the <br /> West Mine.The backfilled slopes appeared to be stable with no signs of cracking or bulging. <br /> There were no problems with the remaining facilities at the unit train loadout,where a Partial Phase I bond release <br /> involving facilities removal at the loadout had been done. <br /> Number of Partial Inspection this Fiscal Year: 7 <br /> Number of Complete Inspections this Fiscal Year: 3 <br /> Page 2 of 4 <br />
