Since the bond amount must be based on amount of actual disturbance at any one time, including closure of surface <br />drill holes, the number of surface drill holes open at any one time will affect the bond amount. Please state the <br />maximum number of drill holes that may be open at any one time. <br />Please state how many underground drill holes may be open at any one time. Note that if underground drilling <br />intercepts groundwater it may be expressed as artesian flow, in which case full containment underground must be <br />provided and prompt sealing is required. <br />Please also note that for all drill holes, a permanent abandonment report must be provided. <br />Containment of Fluids <br />Please list the anticipated drilling additives, and state whether the mud pits will be lined. <br />Occasional fluid storage may occur in the basement of a nearby cabin, but no additional description of the storage <br />facility is provided. Please list the maximum volume of each fluid to be stored, what type(s) of vessels the fluids will <br />be kept in, and how an adequate capacity of impermeable secondary containment is to be provided. <br />Topsoil and Reclamation <br />Topsoil will be stripped from all "new" areas to be disturbed and saved for reclamation. If available supplies of <br />topsoil onsite are insufficient, where is the source of additional topsoil? If it is to be obtained from nearby areas on <br />BLMC-owned land, that area must be included in the affected acreage (and shown on a map) and the borrow site <br />must also be reclaimed; if it to be obtained from offsite, please ensure that it is an approved, permitted source. Please <br />provide more information about the estimated volume of additional topsoil to be acquired, and the source(s). <br />Financial Warranty (Bond) <br />The original NOI packet did not include a bond, which is a deficiency, but t the Division will calculate a bond <br />amount during the review period and notify you as to the amount that is required to be posted. The bond estimate <br />will include costs for reclaiming the site at the point of anticipated maximum disturbance. <br />Please provide two complete sets of the response materials, which may be sent to me at the Durango address below. <br />If no responses are received within 60 days from the date of this letter, the NOI may be denied.
