Compliance With Mine Plan NA - Support Facilities Not On-site <br />NA -Other NA - Special Categories Of Mining <br />N - Processing Waste R - Topsoil <br />COMMENTS <br />AIR RESOURCE PROTECTION - Rule 4.17: <br />There was almost no coal stockpiled on the D-seam portal bench and on the main coal stockpile bench at <br />the bottom of the hill. There was no indication of fugitive coal dust going offsite or coal fines being tracked onto <br />the highway. There was a loaded unit train at the loadout but no fugitive dust was observed in the air or on the <br />ground. <br />HYDROLOGIC BALANCE - Rule 4.05 ? ?Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage - Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The entire mine site has received a lot of precipitation recently, although at a slow and steady rate. The <br />sediment control system has held up well. The operator had performed maintenance work around the site before <br />the precipitation began. Culverts are clear and ditches have sufficient capacity. Straw bales are in place. <br />Sediment ponds are functioning well. The operator is planning on discharging some of the pond water soon. Pond <br />embankments are stable and primary and emergency spillways were functional. <br />ROADS - Rule 4.03 Li [I Construction 4.03.1(3)/4.03.2(3)LI []Drainage 4.03.l(4)/4.03.2(4)F1 F1 Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)? ?Reclamation 4.03.1(7)/4.03.2(7): <br />The main paved haul road was in good condition. The last upper turn of the road has not been repaved yet <br />after repair work had been done a while ago. The road ditches were in place and road cuts were stable. The gob <br />pile haul road was muddy but passable. The outside edge berm and road ditches were in place. The short section of <br />entrance road at the unit train loadout site was dry and passable. The public road leading up Hubbard Creek to the <br />Hubbard Creek fan site was mostly dry.
