April 25,2011 C-1981-033Bear Mine JJD <br /> ROADS—Rule 4.030❑Construction 4.03.1(3)/4.03.2(3)❑[]Drainage 4.03.1(4)/4.03.2(4)0❑Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5)and(6)0❑Reclamation 4.03.1(7)/4.03.2(7): <br /> The paved entrance road leading down the hill to the reclaimed mine site was in good condition.There <br /> was no debris from the adjacent property that came onto the road.The cable guard was in place on the outside <br /> edge of the road. The bridge over the river was passable and in good condition. <br /> RECLAMATION SUCCESS-Rule 4.15,Rule 3: <br /> The reclaimed portal access road on the hillside appeared to be stable. The reclaimed fan area on the east <br /> side of the site also was stable.The backfilled portal area on the west side continues to show instability. <br /> REVEGETATION—Rule 4.15❑❑Vegetative Cover;Timing: <br /> The vegetative cover on the reclaimed hillside road and fan area was good. The backfilled but unstable <br /> portal area on the west side of the hill has poor to no vegetative cover.The flat facilities area has a poor to <br /> moderate vegetative cover.This area has a lot of cheat grass and the former mine shop area is barren. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> The slide adjacent and west of the mine disturbed area continues to be unstable and may be affecting the <br /> backfilled but unstable portal area on the west side of the hill. <br /> SIGNS AND MARKERS—Rule 4.02: <br /> The required mine information was on the mine identification sign at the top of the hill.On the same sign <br /> post was the"records location"sign.Most of the surface disturbance markers were up around the site. Some of the <br /> markers had been on the fence along the river but were removed when the fence was removed.
