Colowyo PR3 adequacy response memo 2 April 21, 2011 <br />number, areal extent of the cone of depression, or any other specific information or <br />estimate of the extent that pit dewatering and pit development could impact registered <br />wells proximate to the pit. The original question remains outstanding. Please provide <br />permit text narrative discussing specific details regarding dewatering and associated <br />impacts, including estimates of the cone of depression, maps, cross-sections and <br />other information sufficient to reflect what impacts may occur to registered owners of <br />wells in the proposed permit and adjacent area. <br />Rule 2.05 - Operations and Reclamation Plan <br />The response was adequate. Elevations were added to contours on Map 18B and <br />numerous other maps. <br />Rule 2.05.3(4) Ponds, Impoundments, and Diversions <br />1. The application remains inadequate. Please review the drainage and sediment control <br />plan over the life of the mine and ensure that all disturbed areas will be routed through <br />the sump/sediment pond system as stated in the permit text narrative under Rule 4. <br />Numerous disturbed areas (topsoil stockpiles excluded) are shown on maps outside of <br />(downgradient) from ditches diverting water through the designed sediment control <br />system. Small areas outside of the primary sediment control system should be <br />addressed as small area exemptions if they will not report to the sump/sediment pond. <br />Please describe in detail using permit text narrative, maps, cross-sections, and other <br />information as necessary, how future reclaimed areas in the Collom Lite pit will be <br />routed around the temporary spoil pile that will block Collom Gulch. <br />Rule 2.05.6(3)(a) Protection of the Hydrologic Balance <br />Please refer to question 2.04.7(3) above under the heading Alternative Water Supply. <br />2. See Tom Kaldenbach response. <br />3. The response is inadequate. The application does not adequately present how <br />surface water will be handled over the life of the operation (Rule 2.05.6(3)(b)(i)). The <br />Division cannot defer sediment control issues to a later date unless CCC is requesting <br />only limited mine plan approval for the Collom Lite and Little Collom X areas. The <br />Division understands the worst case scenario for hydrology and sedimentology and <br />has specific questions related to that review later in this letter. CCC states in response <br />to this question, "Later stages in the mine progression will be reviewed in more <br />detail..." That detail is required for all areas within the Collom proposed permit area in <br />the current revision application (PR-03). Please refer to the original question. <br />Rule 4.05.2 Water Quality Standards <br />The response is inadequate as additional information is needed. How is runoff from <br />above the topsoil stockpiles prevented from entering the ring ditch? Does CCC plan to
