Mike Boulay is the newly assigned inspector at this revoked <br /> site. The permit was revoked and the bond was forfeited in 1994. Partial backfilling and seeding were conducted <br /> by the operator,American Shield Coal Company, in 1990-1991. A portion of the bond was used by the <br /> Division in the spring of 1996 to roughen and reseed the steep#1 Mine bench outslope, which had <br /> exhibited poor establishment of seeded vegetation. A larger portion of the bond was used by the <br /> Division in the spring and fall of 2000, to repair erosion damage caused by a cloudburst type storm <br /> event. During this project, a riprapped permanent drainage channel was constructed down the outslope <br /> of the#1 Mine Bench, the access road to the#1 Mine Bench was extensively roughened and seeded, and <br /> various permanent drainage improvements were implemented. <br /> In the spring and fall of 2009, the Abandoned Mines Program, with funding from the OSM civil penalty <br /> fund, did repair work at the mine site including: erosion repairs on the central channel; spillway <br /> reconstruction on the sediment pond; erosion control on the reclaimed haul road; select interseeding on <br /> the selected areas; and stabilization of the#1 portal closure. This work is described in the 2009 <br /> inspection reports. <br /> The work conducted by the AMP in 2009 is holding up well and the site is stable. The DRMS would <br /> like to initiate revegetation sampling in the near future to start the termination of jurisdiction process. <br /> BACKFILL and GRADING—Rule 4.1411 Contemporaneous Reclamation 4.14.1;Approximate Original Contour <br /> 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27;Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> The site is stable.
