Please revise the listing for the B-Seam dewatering system in Table V-3, on <br />page V-24 and submit two copies to the Division for review. <br />With the submittal of TR-68 BME is proposing the elimination of Maps 141, 144 <br />and 145. These maps show different portions of the abandoned Sump Dewatering <br />Hole 4 (SDH-4). The history of SDH-4 is still described on permit pages IV-37 <br />and IV-38. SDH-4 was permitted and drilled but has since been abandoned and <br />reclaimed. BME has indicated that these maps will be deleted as they are no <br />longer relative. The Division does not believe that these maps should be deleted <br />since SDH-4 was drilled and reclaimed (as opposed to a hole that was permitted <br />but never drilled). Please retain these maps in the permit to show the historic <br />location and facilities associated with SDH-4. Please revise the change sheet <br />accompanying the TR-68 submittal to show that Maps 141, 144 and 145 will <br />be retained. <br />Rule 3.03.2 - Determination of Bond Amount <br />4. The Division has calculated the reclamation liability associated with the proposed <br />B-Seam dewatering system at the Deserado Mine. The reclamation liability as a <br />result of TR-68 will increase by $9,194.00. The Deserado Mine will not be able <br />to implement this revision until additional bond monies or a bond rider have been <br />submitted and approved. A copy of the Division's reclamation cost estimate is <br />attached. <br />Rule 4.05.2 - Water Ouality Standards and Effluent Limitations <br />5. BME is constructing the B-Seam dewatering system to treat mine water pumped <br />to the surface prior to discharging it to the surface. Please provide a description <br />of the treatment, including the constituents to be treated, in the permit text. <br />Please provide the Division with a copy of lab sample results for the water <br />BME is planning to discharge. <br />6. Pursuant to Rule 4.05.2(2), "(s)edimentation ponds and other treatment facilities <br />for discharges from underground workings shall be maintained until either the <br />discharge continuously meets the effluent limitations without treatment or until <br />the discharge has permanently ceased." Please describe how the B-Seam <br />dewatering system will be maintained and the time-frame for its expected <br />use. Please provide a discussion of how BME will determine that the B-Seam <br />dewatering system is no longer needed and timing for when it will be <br />reclaimed. <br />7. Please provide a discussion of how BME has determined that the applicable <br />effluent limits will be achieved using the B-Seam dewatering system. <br />Rule 4.05.6 - Sedimentation Ponds
