Hickenlooper <br /> Governor <br />TO: May Day Idaho Mine C <br />CN-01 <br />File omplex, M-1981-185 Mike King <br /> , <br />, ecutive Director <br />Ex <br /> Loretta E <br />FROM: Wally Erickson Director <br /> David Bird <br />RE: Phone Conversation with George Robinson on April 6, 2011, <br />Application to Convert a 110(2) Operation to a 112d-1 Operation (CN-01), <br />May Day Idaho Mine Complex, Permit No. M-1981-185. <br />On April 6, 2011, at 1410 through 1305 hours, DRMS staff members David Bird and Wally <br />Erickson participated in a phone conference with George Robinson of R Squared Incorporated. <br />Mr. Robinson is the permitting agent for Wildcat Mining Corporation's application for CN-01. <br />The subject of the phone conference was limited to water quality issues for CN-01, and more <br />specifically some of the adequacy issues raised by Mr. Bird in his technical review memo for CN- <br />01, dated March 25, 2011. <br />Mr. Robinson requested DRMS consideration on four primary issues: <br />1. Regarding no milling activity until hydrologic baseline conditions are determined, Mr. <br />Robinson proposed to encapsulate mill tailings in cement during the five quarter period <br />of hydrologic monitoring necessary to determine baseline conditions. The issue of <br />encapsulating the tails in cement had been previously raised by Wally Erickson during a <br />March 30, 2011 site inspection with Mr. Robinson. <br />DRMS staff indicated that such proposal would be considered but made no <br />commitments to accept or reject such proposal, if and when it was officially presented <br />as part of CN-01. DRMS also introduced the concept of tailings disposal within the <br />depths of the mine pool and informed Mr. Robinson that DRMS would consider a <br />proposal, as subaqueous disposal of tailings is recognized globally as the preferred <br />alternative over subaerial disposal. <br />2. Regarding the depth of proposed groundwater monitoring wells, Mr. Robinson <br />proposed to drill until ground water was intercepted or until the depth of the hole was <br />equal to the elevation of the La Plata River. <br />DRMS staff indicated that such proposal would be considered but made no <br />commitments to accept or reject such proposal, if and when it was officially presented <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction Durango Active and Inactive Mines
