=A: • - G
Civil, Structural & Geotechnical Engineers
222 South Park Ave. • Montrose, CO 81401
Ph.: (970) 249-6828 • FAX: (970) 249-0945
Reclamation Plan, 6.4.5
1) As we discussed on March 31, 2011, Montrose County plans to import suitable inert
backfill material from other project areas within the county as those materials become
available. The general concept is that as rip-rap trucks bring in material for annual Montrose
County road improvements/maintenance projects, those same trucks will haul off suitable
inert backfill material back to the quarry site and stockpile that material for future
reclamation. It will be stabilized by native seed vegetation as discussed in item 1 above.
Since no single source of backfill material will be used, and since Montrose County is not
required to post a financial bond for that material, it is our understanding that Montrose
County will not be required to identify a benchmark in the mining operation to identify that
source.
2) It is our understanding that the applicant, Montrose County, is required to provide your
office with an affidavit of material source as outlined above to serve for the reclamation
work to be performed in the future. That affidavit is enclosed herein.
3) The berm shown on the final reclamation map will consist of undisturbed native rock and
soil and is intended to prevent rocks, water or sediment from leaving the quarry site on the
east side of the project site and migrating downslope off the quarry property. Rock and soil
will be left in-situ to create this berm during the first phase of mining which is intended to
proceed from the cliff band westward.
I hope we have satisfactorily answered question or responded to your review comments. If
not, please contact me at (970) 497-8852.
Respectfully submitted,
lc=_? G
Daniel C. Quigley, PE
Civil Group Manager
Encl.: 1) Revised Site plan, dated April 4, 2011
2) Affidavit of Material Source from Montrose County
Montrose County - Donley Rock Quarry PN 10-157-CIV
Response Letter to DRMS
