SAFfTY <br />RE: DONLEY ROCK QUARRY, APPLICATION # M-2011-005 RECLAMgT <br />SUBJECT: RESPONSE TO PRELIMINARY ADEQUACY REVIEW COMMENTS <br />Dear Russ: <br />Thanks for the comments in your preliminary adequacy review letter dated March 22, <br />2011. After conferring with the applicant, Montrose County, we offer the following <br />responses to your comments/questions: <br />Mining Plan, 6.4.4 <br />1) The applicant will stabilize the topsoil stockpile(s) with the same seed mix intended to <br />be used in the final site reclamation. This will allow a seed bed to be developed for use <br />in the site reclamation process. Seed mix has been recommended by the Bureau of <br />Land Management and is included in the original application in Exhibit J - Vegetation <br />data. <br />2) We agree with your suggested use of native materials and the applicant plans to <br />excavate a containment ditch to prevent water/sediment migration off-property and will <br />use sandstone rock check dams with filter fabric to minimize sediment movement. <br />These will be more durable and long lasting than the previously proposed wattles and <br />straw bales and will not require as much maintenance. <br />3) The site plan has been revised and is enclosed to show the approximate bearing and <br />distance to the nearest residence. As we discussed in our phone conversation on March <br />31, 2011, the nearest home is on a separate ridge from the proposed Donley rock <br />quarry and the potential impacts from periodic blasting are assumed to be minimal. <br />Currently, Montrose County anticipates blasting 1-2 times per mining season to create <br />enough rip-rap material for that year's projects.
