April 7,2011 C-1 981-044/Williams Fork Mines JRS</p <br /> HYDROLOGIC BALANCE(coot.)—The mine discharge ponds(5-P5, 5-P6 and 5-P7)were all about half full <br /> at the time of the inspection and not discharging. The Mine 5 pump has been down and needs to be replaced. Joe <br /> Shoemaker indicated that a new pump has been ordered but had no timeframe for its replacement. The wells and <br /> pump are located just east of the outfall from Pond 5-P7. The pond embankments were all well vegetated and <br /> stable and no erosional problems were noted. <br /> -Ponds HR-P 1 a,HR-P 1 b and HR-P2 all contained water but were not discharging at the time of the inspection. <br /> These ponds are partially incised ponds,with small embankments. The pond embankments were well vegetated <br /> and stable and no erosional problems were noted. <br /> -Williams Fork is still planning on replacing the riprap material along the bank by the supports for the rail bridge. <br /> This work will be performed by a Seneca crew. The work is planned for the next few weeks,hopefully before the <br /> river reaches high-flow. The operator must be careful to ensure that all of the riprap remains on the river bank and <br /> does not go into the Williams Fork River. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 Drainage Control; Surface <br /> Stabilization; Placement: <br /> -The reclaimed refuse pile remained stable at the time of the inspection. The area is basically flat and there were <br /> no signs of erosion. The pile appears to have positive drainage,as no water was pooled on the surface. This will <br /> be the second growing season so there should be more perennial grasses on the reclamation this year. <br /> -The remaining active refuse pile was also stable at the time of the inspection. The pile appears to have positive <br /> drainage, as no water was pooled up on the pile. <br /> -The operator has cut a small dozer blade-width slot in the permitted solid waste disposal area for the disposal of <br /> mine-related debris. The material from the slot is stockpiled on either end of the pile and will be used to fill in the <br /> slot once it is no longer needed. <br /> ROADS—Rule 4.03 Construction 4.03.1(3)/4.03.2(3)Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5)and(6)Reclamation 4.03.1(7)/4.03.2(7): <br /> -The mine entrance road was mostly stable and well maintained at the time of the inspection. There was one <br /> area, however,that did have some erosion off of the edge(possibly started from a burrow). The area was <br /> on the bridge/fill area on the east side of the site,just south of the 7-north angle well house. The erosion was <br /> approximately 1/3 of the way across the bridge/fill on the west side of the road. This area will need to be <br /> repaired to keep it from becoming a problem and causing instability in the road. <br /> -The light-use road behind the coal stockpile/stacking tube and coal silo area was stable and in good condition at <br /> the time of the inspection. No erosional problems were noted on this road segment. <br /> -The light-use road that runs through the hay field on the west side of the mine to the river and rail bridge was <br /> also stable at the time of the inspection. There was some slight rutting along the road but it does not appear to be a <br /> problem at this time. <br /> RECLAMATION SUCCESS—Rule 4.15, Rule 3: <br /> -Williams Fork will need to perform weed spraying on all of the mine areas,including the Williams Fork <br /> Strip Pit,to try and knock back the Russian Knapweed infestation that has occurred. A number of the <br /> areas were identified in inspection reports last year but the operator should walk the entire site to ensure <br /> that all of the areas have been sprayed. <br /> Number of Partial Inspection this Fiscal Year: 5 <br /> Number of Complete Inspections this Fiscal Year: 3 <br /> Page 3 of 5 <br />
