Compliance With Mine Plan N -Support Facilities Not On-site <br /> R -Other N -Special Categories Of Mining <br /> R -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the Williams Fork Mine conducted by Jim Stark of the Colorado Division of <br /> Reclamation,Mining and Safety. Joe Shoemaker of Moffat County Mining accompanied me on the inspection. <br /> The weather was cool and overcast and the ground was wet and muddy(there was approximately four inches of <br /> snow that fell then melted the previous day). <br /> BACKFILL and GRADING—Rule 4.14 Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br /> 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27; Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> -The reclaimed Mine 4 portal area was wet and muddy but stable at the time of the inspection. The area is well <br /> vegetated. There were no erosional problems related to this year's runoff. <br /> -The solid waste disposal area(from the 2008 reclamation)remained stable. There was no settling of the backfill <br /> noted. The vegetation was doing well and no erosional problems were noted. <br /> HYDROLOGIC BALANCE—Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> -Pond 5P-3 (by the coal silos)contained water approximately one foot below the discharge point. The pond <br /> embankment was well vegetated and stable and no erosional problems were noted. <br /> -Pond 5A-P1 contained a small amount of water and was not discharging at the time of the inspection. The pond <br /> embankment was well vegetated and stable and no erosional problems were noted. <br /> -Ponds 9-P1, 9-P5 and 9-P6 (the three ponds around the refuse pile)were all dry at the time of the inspection. <br /> The pond embankments were all well vegetated and stable and no erosional problems were noted on any of the <br /> embankments. <br /> Number of Partial Inspection this Fiscal Year: 5 <br /> Number of Complete Inspections this Fiscal Year: 3 <br /> Page 2 of 5 <br />
