its priority which will be recorded daily and reported monthly; (4) the amount of <br />deliveries of each water source to the Booth Farm Recharge Ponds, which shall be <br />measured and accounted for daily and reported monthly; (5) the amount of recharge <br />pond evaporation, water lost to the consumptive use of growing vegetation, and water <br />remaining in the Booth Farm Recharge Ponds for each source of water, which shall <br />be accounted for daily and reported monthly; (6) the amount of recharge accretions <br />for each water source for the Booth Farm Recharge Ponds, which shall be accounted <br />for daily and reported monthly; (7) deliveries of water from the sources described in <br />Paragraphs 9(B)(2), 9(B)(3) and 9(B)(4) and those historic return flow obligations <br />which are used in the plan, which shall be accounted for daily and reported monthly; <br />(8) the volume of transit losses associated with operation of the recycling exchanges, <br />which shall be calculated daily and reported monthly; (9) the amount of any <br />additional or alternative augmentation supplies allowed under Paragraphs 29(A) and <br />29(B) which shall be accounted for daily and submitted monthly; (10) tracking of <br />compliance with the decreed volumetric limits; (11) the volume of surplus <br />augmentation and replacement credits which shall be accounted for daily and reported <br />monthly; and (12) the volume of surplus augmentation and replacement credits <br />diverted by exchange at the UPBCC headgate which shall be measured and accounted <br />for daily and reported monthly. The accounting forms, Exhibit F, are adequate to <br />account for the water rights and augmentation plan under this decree; however, they <br />are not decreed by this decree and may be changed from time to time so long as (13) <br />the information required by this decree is included in the forms; (14) such changes are <br />approved by the Division Engineer or Water Commissioner following thirty (30) <br />days' advance notice to opposers; and (15) such forms remain adequate to account <br />daily for the decree plan for augmentation, changes of water rights, and exchanges. <br />Disputes over the adequacy of the accounting forms shall be resolved by this Court. <br />The frequency of measurements required for operation of this decree, and the current <br />source of such measurements, are attached hereto as Exhibit G. Recharge credits <br />associated with the Headley Recharge Project, described in Paragraph 9(B)(1) will <br />continue to be accounted for pursuant to the decree entered in Case No. 90CW 189, <br />Water Division No. 1, November 23, 1992. <br />B. The accounting, including all back-up and supporting information shall be submitted <br />monthly to the Division Engineer and Water Commissioner within thirty (30) days of <br />the end of the preceding month. The accounting shall be delivered to the Division <br />Engineer and Water Commissioner in the manner they prescribe. The accounting <br />shall also be provided to opposers upon request and payment of reasonable <br />production costs. <br />C. All wells being augmented shall be equipped with totalizing flow meters that are <br />accessible and capable of being read by the Water Commissioner at the outlet of the <br />well pump. The Booth Farm Recharge Ponds shall be equipped with continuous flow <br />recorder or other measuring devise as required by the Water Commissioner and/or <br />Division Engineer. The flow meters and flow recorders will be calibrated and <br />maintained in accordance with the meter manufacturer's recommendations. Flow <br />meters shall be tested and certified as accurate at least once every four (4) years by a <br />27 of 33
