2.05.3(3)(b) <br />There were four culverts located south of and below the loadout facility which conveyed <br />surface runoff and in some cases irrigation water under the railroad tracks. The outlet ends <br />of the culverts were designated as small area exemption sampling points (SAE-1 through <br />SAE-4). See the Sedimentation Control and Small Area Exemption Map (Map 14) for the <br />location of the culverts. Exhibit 9 provides a discussion of the SAE sampling requirements. <br />The following table presents the size of each culvert and its condition. Culverts are identified <br />by their respective SAE number. Railroad construction in 2002 eliminated culvert SAE-2. <br />Culvert Diameter Condition <br />SAE - 1 16" Good <br />SAE - 2 18" Eliminated <br />SAE - 3 24" Good <br />SAE-4 30" Good <br />The three remaining culverts are located under the main line railroad tracks. The mainline <br />track has been in place for many years. The date the main line track and culverts: were <br />constructed is not known. However, it is virtually certain the mainline track and culverts are <br />exempt from design prior requirements as set forth in Rules 2.07.6 and 4.05.3(1)(c). <br />During the fall of 1994, the TCC installed a 1,500 gallon polyethylene tank for the storage of <br />a rail car / stoker coal antifreeze solution. The antifreeze is a calcium chloride salt solution <br />thickened with polymers. To control spills, an approximate 10' X 10" concrete addition was <br />added to the stoker oil building to house the dilute antifreeze tank.
