On another on-lease segment <br />of road on BLM lands located approximately 3.1 miles north of l:he beginning of <br />the road from Highway 133, the road surface will be widened approximately four <br />feet on the west side for approximately 3G feet and the outside embankment <br />reinforced with nearby available rock from within the right-of-way. On another <br />on-lease segment of road on private lands located approximately 4.0 miles north <br />of the beginning of the road from Highway 133, a low water crossing will be <br />installed. Any new disturbance of embankment or cutslope soils will be <br />reseeded with OML's permanent reclamation seed mix (see attached or current <br />list from OML's CDMG permit). <br />III. Construction of the Right-of-way Facility <br />As the Bear Creek Road is an existing road, no new construction for this right-of- <br />way is proposed. <br />IV. Operation and Maintenance of the Facility <br />See the discussions in Sections I. and II., above, and VI., below. <br />V. Termination and Abandonment <br />As this road is an existing facility, the road will remain after OML's uses cease to <br />maintain access to private lands to the north of the right-of-way. Prior to the <br />termination of the right-of--way, a joint inspection will be made to determine an <br />acceptable termination and/or rehabilitation plan, as necessary. <br />Vi. Misc. Information Needs <br />Resource Values, Environmental Concerns and Proposed Mitigation: <br />The following information discusses the potential impacts of road maintenance <br />and operation on environmental resources located along or adjacent to the entire <br />length of the existing Bear Creek Road. <br />A. Air Quality <br />Temporary effects on air quality would include potential increased dust during <br />road maintenance activities and emissions of CO, NOx, and particulates from <br />construction vehicles. These impacts are expected to be relatively small due to <br />the short duration of maintenance construction. Should a gravel surtace be <br />added to the road at a later date, It would reduce dust during operational use of <br />the road. The road may be watered as needed to suppress dust if OML's heavier <br />road uses cause an air quality problem. <br />B. Soils <br />Soils along the road are characterized as rocky, clay, loam. Typically, these soils <br />have a relatively shallow stony loam layer (less than eight inches) underlain by <br />reddish brown clay to three feet.
