Compliance With Mine Plan N -Support Facilities Not On-site <br /> R -Other N -Special Categories Of Mining <br /> N -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a complete inspection of the Coal ridge mine conducted by Jim Stark of the Colorado Division of <br /> Reclamation, Mining and Safety. The Coal Ridge Mine is reclaimed and has gone through a Phase II Bond <br /> Release on the entire site. On 9 March 2011 the Division received an application for Permit Renewal 06 (RN-06). <br /> This application was deemed complete on 21 March 2011. The weather was cool,overcast and windy and the <br /> ground was still mostly covered with snow. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> -All of the records are kept at the Garfield County Courthouse in Glenwood Springs(in the Clerk and Recorder's <br /> Office on the second floor). The RN-06 application and information was missing from the compliance records. A <br /> copy of this application will need to be added to the records immediately. Please see the records checklist at the <br /> end of this inspection for more detailed information. <br /> BACKFILL and GRADING—Rule 4.14 Contemporaneous Reclamation 4.14.1;Approximate Original Contour <br /> 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27; Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> -The entire Coal Ridge Mine area has been backfilled and regraded. The backfilled bench areas were all stable at <br /> the time of the inspection. No cracking, slumping or settling of the backfill was noted. No erosional problems <br /> were noted in the backfilled areas either. <br /> HYDROLOGIC BALANCE—Rule 4.05 Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> -The remaining sediment pond was dry at the time of the inspection. The pond embankment was well vegetated <br /> (although the vegetation is dormant)and stable.
