Compliance With Mine Plan N - Support Facilities Not On-site <br /> R -Other N - Special Categories Of Mining <br /> N -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a complete inspection of the North Thompson Creek Mine conducted by Jim Stark of the Colorado <br /> Division of Reclamation,Mining and Safety. The mine is reclaimed and has been approved for a full Phase III <br /> Bond Release on all but approximately 4 disturbed acres and 411 affected acres. The disturbed area is basically a <br /> series of treatment ponds for the portal discharge. The weather was cool,windy and overcast and the ground was <br /> mostly covered with snow. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> -All of the necessary records were available at the Garfield County Courthouse in Glenwood Springs. See the <br /> Availability of Records form at the end of this inspection report. <br /> BACKFILL and GRADING—Rule 4.14 Contemporaneous Reclamation 4.14.1;Approximate Original Contour <br /> 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27; Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> -All of the areas of the mine,with the exception of the permanent ponds and roads,have been backfilled and <br /> graded. These areas have all been final Phase III Bond Released. These areas all remained stable. <br /> HYDROLOGIC BALANCE—Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> -Both portals 1 and 3 were discharging at the time of the inspection. Water was flowing from the portals and into <br /> the long pond. The long pond was stable and well vegetated. There was iron staining on the dirt and rocks at the <br /> beginning of the pond where the portals discharge. This staining becomes almost nonexistent approximately 50 <br /> feet beyond the portal discharge point. The long pond flows through a culvert into the treatment ponds. <br /> -Treatment ponds T1 and T2 were both well vegetated and stable at the time of the inspection. Pond T1 was <br /> flowing into pond T2.
