4.03 ROADS <br />4.03.1 Raul Roads. (Oont'd.) <br />• be implemented immediately. All embanlanents will be stabilized with <br />vegetative Dover as described in Section 2.05.4, Reclamation Plan. <br />The Orchard Valley RAM coal stockpile haul road is an existing <br />structure. If any further disturbance for the construction of this haul <br />road is r~+,ired, te~orary erosion control measures will be implemented. <br />All existing embankments at the Orchard Valley R-O-M opal stockpile haul <br />road were reclaimed fallowing construction. <br />(3) (d) (xi) <br />The Orchard Valley Mine haul road was constructed prior to the enactment <br />of SMCRA and the Colorado Surface Coal Mining Reclamation Act. Thus, <br />topsoil was not removed, stored, or placed in accordance with this <br />regulation. Zf any further disturbancz is required for haul road <br />construction, topsoil will be handled as described in Section 2.05.3(5) <br />Topsoil. <br />Because of the excellent reclamation potential soils of the Orchard Valley <br />West Mine site, no topsoil salvage is required in constructing the Orchard <br />Valley West Mine haul road. Minimal topsoil thicmP~~G >n this area <br />preclude efficient removal. <br />The Orchard Valley R-0-M coal stockpile haul road was constructed prior to <br />the enactrnent of SMCRA and the Colorado Surface Coal Mining Reclamation <br />• Act. Thus, topsoil was not removed, stored, or placed in accordance with <br />this regulation. If any further disturbance is required for haul road <br />construction, topsoil will be handled as described in Section 2.05.3(5) <br />Topsoil. <br />(4) <br />Haul road drainage plans have been designed and constructed using ditches, <br />culverts, etc.. The water control system will at a minimum safely pass a <br />10-year, 24-hour precipitation event as shown in the Surface Drainage <br />Appendix, Volume 8, and Stability Analyses Appendix, Volume 6. <br />(4) (a) (i) <br />No natural channel drainage patterns are blocked by the existing haul <br />roads. <br />(4) (a) (ii) <br />Culverts are designed and constructed at all ephemeral natural drainages. <br />All culverts are constructed at the natural gradient. No adverse effects <br />are caused to fish migration, aquatic habitat, or related environmental <br />values. <br />(4) (a) (iii) <br />• The existing Orchard Valley Mine haul road, constructed within the <br />disturbed area, was designed and constructed and is maintained using <br />accepted engineering practice. <br />TA 92-18 Revised 07/08/94 <br />9 <br />
