4.03.1 Haul Roads. (COnt'd.)
• Two studies were conducted and submitted to the Division to meet the
requirements of Rule 4.03.1 far the Orchard Valley RAM coal stockpile
haul road. The studies, by Lambert and Associates, are entitled
"C~eatechnical F7igineering Study, Law Grade Coal Haul Road, Orchard Valley
Mine, Paonia, Colorado, August 27, 1990," and "Supplemental Geoter~nical
F7xlineering Study, Law Grade Coal Haul Road, Orchard Valley Mine, Paonia,
Colorado, February 26, 1992." The latter study is included in Volume 6
and specifies the road bearing surface modifications recamnended as a
result of the analysis.

The Orchard Valley Mine haul road, after cessation of mining operations,
will be left in place and used as acczss to grazing areas as stated in
Section 2.05.5 Post Mining Land Uses. The asphalt paved surface will be
removed, as specified in the Final Abandonment Section in Volume 6A.
The Orchard Valley West Mine haul road from the intersection of the
Roatcap access road will be removed after cessation of mining operations.
The remainder of the road, from Steven's Gulch road to the intersection
with the access road, used by recreational and summer residents, will be
left in place. The gravel surface will be left.
The Orchard Valley West Mine haul road cuts will be backfilled and the
gravel surface narrowed at the cessation of operations. 'This will ensure
• long-term maintenance free use for recreational users and summer
residents.
The Orchard Valley R-O-M coal stockpile haul road will be removed after
cessation of mining operations and the land affected shall be reclaimed in
accordance with the requirements of 4.03.1(7).

CNT! requested and CI~RD approved retention of the Orchard Valley Mine haul
road after asphalt removal and revegetation. The reclaimed haul road is
part of the approved post-mining land use. The reclaimed haul road will
coi~ly with all applicable performance standards.
CWI requested and the Division approved retention of the haul road between
Steven's Gulch and the intersection of the Roatcap access road. This road
will be used as access for recreation and summer residents. This portion
of road is approved as part of the post-mining lard use of the area.

The landowners of recor3 requested in writing that the Orchard Valley Mine
haul road be left open for future use. Refer to the Land Use Appendix in
Volume 9.
• The Roatcap access road is an existing road. It is constructed on a
right-of-way from the BLM. The Raatcap Owners Access Road Maintenance
Association requested in writing that the Orchard Valley West Mine haul
road be left open for future use.. Refer to Volume 9, Land Use Appendix.
