54.03 ROADS <br />• 4.03.2 Access Roads. <br />(3) (d) <br />(x) The access roads are existing structures. If <br />any further future disturbance is required for <br />construction of a haul road, temporary erosion <br />control measures would be implemented. Upon <br />completion, measures would be taken to stabi- <br />lize all embankments with vegetative cover as <br />described in Section 2.05.4 Reclamation Plan - <br />General Requirements. At this time no future <br />disturbance is contemplated. <br />(xi) The mine facilities access road was construct- <br />ed prior to the enactment of the SCMRA and <br />Colorado Coal Mining Act. The topsoil was not <br />removed, stored, or placed in accordance with <br />this regulation. Topsoil was handled in ac- <br />cordance with Section 2.05.3(5), on the other <br />access roads. If any further future distur- <br />bance is required for construction of a haul <br />road, topsoil will be handled as described in <br />Section 2.05.3(5)-Topsoil. <br />(4) The access road drainage plans were designed and constructed <br />• using ditches, culverts, etc. The water control system will <br />safely pass a 10-year, 24-hour precipitation event as shown in <br />Surface Drainage Appendix, Volume 8-1, or Section 2.05.6(3)- <br />(b)(i). <br />(a) (i) (A)(B)(C) <br />No natural channel drainage patterns <br />have been blocked by existing access <br />roads. <br />(ii) Culverts have been designed and constructed at <br />all ephemeral natural channel drainages. All <br />culverts are constructed at the natural gradi- <br />ent.
