54.03 ROADS
• 4.03.2 Access Roads.
(3) (d)
(x) The access roads are existing structures. If
any further future disturbance is required for
construction of a haul road, temporary erosion
control measures would be implemented. Upon
completion, measures would be taken to stabi-
lize all embankments with vegetative cover as
described in Section 2.05.4 Reclamation Plan -
General Requirements. At this time no future
disturbance is contemplated.
(xi) The mine facilities access road was construct-
ed prior to the enactment of the SCMRA and
Colorado Coal Mining Act. The topsoil was not
removed, stored, or placed in accordance with
this regulation. Topsoil was handled in ac-
cordance with Section 2.05.3(5), on the other
access roads. If any further future distur-
bance is required for construction of a haul
road, topsoil will be handled as described in
Section 2.05.3(5)-Topsoil.
(4) The access road drainage plans were designed and constructed
• using ditches, culverts, etc. The water control system will
safely pass a 10-year, 24-hour precipitation event as shown in
Surface Drainage Appendix, Volume 8-1, or Section 2.05.6(3)-
(b)(i).
(a) (i) (A)(B)(C)
No natural channel drainage patterns
have been blocked by existing access
roads.
(ii) Culverts have been designed and constructed at
all ephemeral natural channel drainages. All
culverts are constructed at the natural gradi-
ent. No adverse affects are caused to fish
migration, aquatic habitat or related environ-
mental values.
(iii) The existing access roads have been designed
and constructed and are maintained using ac-
cepted engineering practices.
(iv) -There are-n.r~ess r. aQ ds constructed'ide-
of the disturbed are a_
• Revised 08/01/84
Revised lOjO1J87
19
