Amendment Application 2011 Exhibit Page 7 <br />Amendment Application Exhibit Page 7 <br />EXHIBIT D11 - MINING PLAN OF AFFECTED LANDS <br />This section, D/1, is an addition/supplement to the original Mining Plan and must be <br />used and followed in reference to that plan. It is not intended to stand alone <br />GENERAL CONCEPT: <br />Mining as conducted from 2003 to 2011: <br />Due to legal issues, mining did not begin on-site until 2003. Mining of the site <br />proceeded generally from the south to the north and the east to the west. At present, a <br />total of approximately 19 acres is affected by operations. Originally, mining was <br />conducted in two broad phases, the first ("upper level") in which no pumping of water <br />was done (storm water from the pit flow through the gravel deposits and a gravity drain <br />pipe), to be followed by a second ("lower level") in which water was to be pumped out <br />of the pit (through the same drain pipe). During the first phase, it was found that the <br />floor of the valley (the sandstone bedrock which is not being mined, was quite variable <br />and in some places could be mined completely without any need to pump water to <br />lower the pond level. At the beginning of the second phase of mining, a larger excavator <br />was employed, allowing mining of the full depth of the sand and gravel to the sandstone <br />bedrock, and this changed the mining process somewhat. <br />Mining continues to consist of the four steps described in the original application, and <br />continues to be produced at or below the rate stated in the original application. <br />Production averaged in the first ten years actually was approximately '/2 that originally <br />estimated as the peak annual production. Plant and product stockpile areas have been <br />used as planned, and perimeter berms have been constructed and maintained as <br />planned. Material to be mined remains in place in the northern half of the original <br />permitted area, but is being left in place to provide good working conditions for the plant <br />and stockpile areas, and to reduce the need to move the equipment to different <br />locations. These areas will be mined completely near the end of the life of the pit, after <br />amendment areas are mined. <br />PREVIOUS SITE DEVELOPMENT: <br />Expanded area ("South Field") and "South Tail" only: The 7-acre field south of the <br />original boundary has continued to be used as pasture during mining of the original <br />permit area. Although not dried-up by the original lease, the site was NOT irrigated <br />during the mining, as the Home Ditch could not supply water to the site; however, <br />subirrigation from the river and the pit pond provided adequate water to maintain <br />grasses. <br />The pipeline and outfall allowing lowering the water level in the ponds during and after <br />mining was installed in the extreme south "tail" of the permit area; no further work is to <br />be done in this 0.30 acre area and it has been returned to the landowner, who will <br />control water levels in coordination with mining and other activities. The pipeline from <br />Pond #4, and the outfall to the Dolores River is permanent and remains after all mining <br />and reclamation.
