EFCI will maintain the haul road and light-use roads as necessary to provide <br />access and minimize potential disturbance. Road maintenance will include <br />periodic grading to provide a smooth, stable surface, along with inspection <br />and clean-out of adjacent drainage ditches where applicable. <br />Drainage from all mine roads will be controlled by proper construction, <br />ongoing maintenance, and specific drainage measures. As previously described, <br />the haul road to the refuse disposal area slopes into the hill and has a <br />protective berm on the outer edge of the road. The berm effectively prevents <br />any significant drainage off the outslope of the road. Drainage at the toe <br />of the cut slopes is collected by a drainage ditch which routes runoff to <br />Sediment Pond 5. Most of the light-use roads involve such limited disturbance <br />areas that drainage control is not a significant consideration. However, EFCI <br />has constructed roadside ditches for most of these roads which connect with <br />the mine drainage network. <br />Upon completion of mining, most light-use roads will be reclaimed by ripping <br />road surfaces to alleviate compaction, grading road areas to blend with <br />surrounding terrain, and revegetating road disturbance areas. Certain light- <br />use roads may be retained during the reclamation liability period to provide <br />access to environmental monitoring sites for ongoing monitoring. The mine <br />haul road, the light-use road servicing the South Fan Installation, the <br />light-use road to the Newlin Creek Topsoil Pile, the light-use road to the <br />Corley Well, and the light-use road to Monitoring Well MW-65 will be retained <br />as post-mining roads to provide continued access for the existing owners and <br />support post mining land uses. <br />Water Treatment System <br />The water treatment system consisting of a 600 gallon mixing tank, three (3) <br />2,500 gallon settling tanks. and a 1,200 gallon holding/sampling tank, was <br />installed adjacent to Water Treatment and Recycle Pond 2. The components and <br />proposed operation of the water treatment system are illustrated by figure <br />19, Mine Water Treatment Facility Schematic. Preliminary testing of the water <br />treatment system was not successful. System components were apparently not <br />large enough to provide for effective mixing and settling given actual flow <br />2.05.3-41 Revised 5/13/04 <br />Permit Renewal RN-04 <br />
