During 1999 the Operator imported coal from the Bowie Mines. Some of this
coal was washed and the reject material placed in the CRDA #1 & #2 piles. The
DRMS expressed concerns about the stability of the piles since the reject from
the imported coal could have different strength properties compared to the reject
from coal mined from the North and South Portals. The Operator committed to
analyze the stability of the piles within 60'-days after the active bench elevations
exceed the current elevations by more than five feet. The current elevations are
presented on Figures 13 -6 and 13 -7. Figures 13 -6 and 13 -7 show the elevation
of the top of CRDA #1 & #2 piles respectively effective September 23, 1999.
The tops of both CRDA #1 & 2 piles have been covered and vegetated.
Therefore, no additional material will be permanently placed on the top of the
piles. The Operator left the road to CRDA -1 open to accept coal and refuse
material from other ongoing reclamation activities. This road is within the coal
mine waste disposal area, therefore it is not a DRMS regulated road. The road
begins at the west end of Haul Road No. 5 and extends to the top of CRDA -1.
The Operator intends to dispose of coal mine waste from McClave Canyon Mine
at the CDRA #1 pile in the location noted above. Disposal of coal mine waste
from McClane Canyon Mine was originally approved in 2001. Geochemistry data
for the coal mine waste from McClane Canyon Mine is provided in Appendix 6 -2.
To allow for temporary handling, proper placement & compaction of this coal
mine waste, approximately one (1) acre on top of CRDA #1 will be re- disturbed
as shown on Figure 13 -8. The re- disturbance will consist of stripping 18" of
cover material and stockpiling it on the perimeter of the re- disturbed area. The
stripped area will be used as temporary storage of the coal mine waste from
McClane Canyon Mine and from other ongoing reclamation activities at the
Roadside Mine. After all the coal waste has been unloaded on the top of CRDA
#1, it will then be placed and compacted in the road that was left open for that
purpose. The stockpiled cover material will be redistributed over the top of
CRDA #1 and reseeded with permanent seed mix no later than April 1, 2010. If
redistribution of cover material is delayed beyond April 1, 2010, the stockpiled
material will be seeded with the approved temporary seed mix shown on Table
14 -3.
MR -75 13 -23 (Rev. 10/09)
