On Section C-C', comparison with the plan view on Sheet I reveals that the centerline <br />of Road J/K is located at —Sta. 3+20 on this section. Please modify this section in <br />accordance with the requirements of paragraph c., above. <br />e. On Section C-C', the existing Pond 016A impounding structure is centered at —Sta. <br />1+90. As shown, the Proposed Surface will result in fill above the elevation of the <br />current structure and on the downslope of the structure. This configuration appears to <br />contradict the text description provided in the Pond 16 Area Stabilization Plan <br />Summary (Page 3 of the application), which states, under Pond 0 1 6A Removal, "a <br />portion of the existing embankment will be lowered/removed to drain the current pond <br />and then be reconfigured to fit the relocated Channel PM-2 design." Please clarify the <br />text and/or map and cross section to provide consistency within the application. <br />f. On Section D-D', please depict the location of Road J/K, as the Division also requests <br />for Sections B-B' and C-C', above. <br />g. Comparison of Section D-D' with the plan view on Sheet I indicates that Channel PM-2 <br />will cross this section at —Sta. 1+85. Please modify this section to accurately depict the <br />proposed location and configuration of channel PM-2. <br />This concludes my preliminary adequacy review for TR-73. During my review, I also <br />researched a number of past permitting actions, as follows: <br />Yoast Addendum 13-3A-E Pond 010 Geotechnical Retort and Summary — August, 1996 <br />Table I — Summary of Laboratory Test Results — all samples classified as CL, 91-96% passing <br />#200 sieve, PI from 25 to 36 <br />12 Standard Proctors developed to evaluate compaction, but no gradations provided. For Clay <br />and Claystone: MDD = 100.5 to 108.0 PCF; ONIC = 18.0 to 19.0% <br />Seneca 11-W (TR-48): Addendum 13-51-D — Pond 016A Nuclear Density Test Results <br />14 Density tests taken during July 2003; used MDD 111.0 pcf, but no OMC listed, soil type not <br />shown, Proctor curve not identified. <br />Seneca 11-W (TR-48): Addendum 13-51-E - Pond 016A As-Built Stability Analysis <br />Embankment fill gradation Analysis — 86% passing 4200 sieve; LL = 37, PL = 18, PI = 19 <br />Pond 016 foundation - Particle Size Analysis — 96% passing #200 sieve; Clay w/ trace fine to <br />coarse sand; LL=49, PL=20, PI=29 <br />cc: Sandy Brown, DRMS <br />
