Colowyo Coal Company <br />201OAnnual Reclamation and Hydrology Report <br />SECTION 7 - QUARTERLY FILL INSPECTION REPORTS <br />RULE REQUIREMENT <br />RULE 2.04.13(2) <br />Rule 2.04.13(2) the Permittee may provide additional monitoring information as <br />required by the approved permit; <br />• Rule 4.09, page 4.09-2 of the mine permit, in reference to Streeter Fill, <br />specifies, "The monitoring reports and certified inspection reports will be <br />available during the inspections by the Division but will only be submitted to <br />the Division in the ARR". <br />• Volume 5B of the mine permit, Exhibit 19, page I a-4, requires, "After <br />construction, the West Pit Fill will be monitored quarterly ..... and reports <br />will be submitted in the ARR." These reports are in Figures 7-1, 7-2 and 7-3. <br />• Volume 5B of the mine permit, Exhibit 19, page II a-4, in reference to Section <br />16 Fill requires, "Monitoring reports and certified inspection materials are <br />• made available during periodic inspections conducted by the Division but are <br />only submitted in the ARR." <br />• Volume 12 of the mine permit, Rule 4.09, Rule 4 Page 22, in reference to both <br />South Taylor Fills, requires that "Inspections will be conducted at least <br />quarterly during the construction period." The reports, for East Taylor Fill <br />only, are located in Figures 7-4 and 7-5. <br />GENERAL DISCUSSION <br />Tom Peterson (Environmental Solutions Inc., P.E.) performed P.E. duties at Colowyo <br />Coal Mine during 2010. <br />Streeter Fill: Under Technical Revision 64 monitoring requirements for Streeter Fill <br />were relinquished and monitoring was discontinued during the 3rd quarter of 2006. <br />West Pit Fill: The West Pit Fill Monitoring Well was inspected for significant <br />changes in water level on a quarterly basis. No significant water level changes were <br />observed in 2010. In addition, the fill was inspected quarterly to identify the <br />development of any springs or seeps on the face of the fill.
