D irector <br />_. , <br />" <br />Subject: McClane Canyon Mine, Permit No. C- 1980 -004 <br />PR-2 Adequacy Review — Engineering and Geotechnical <br />As requested by your memo dated 12 November 2010, 1 have conducted a review of the PR-2 <br />application submitted by J.E. Stover & Associates on behalf of McClane Canyon Mining, LLC. <br />The primary focus of my review has been the mine facilities; proposed new Coal Mine Waste <br />Pile (CMWP); topsoil and construction material stockpiles; roads; and CMWP and pond stability <br />analyses. <br />The application seems to be generally incomplete; some key issues are listed here: <br />➢ As we discussed previously (email correspondence dated 26- Jan - 2011), the central portion of <br />the proposed CMWP footprint is occupied by what appears to be a manmade fill, associated <br />with a previous attempt to create an impoundment in the East Salt Creek drainage. <br />➢ The CMWP geotechnical report provided in Appendix R is missing key details, and no new <br />boreholes were drilled to evaluate the subsurface characteristics beneath the proposed pile. <br />(Specific adequacy questions are enumerated below.) <br />➢ The site of the proposed Air Jig Plant will require filling in a portion of McClane Wash and <br />confining the natural drainage to a culvert. Details regarding these proposed alterations are <br />minimal for both the mining and operations plan and for the reclamation plan. <br />The first paragraph of subsection 2.05.3(2) provides a list of proposed surface disturbances. <br />The first occurrence of "4)" should be "3)". Please revise the numbering. <br />2.05.3(3) and 4.03 Roads <br />Haul Roads are described beginning on page 2.05-14 of the permit application. The second <br />paragraph on page 2.05-14 indicates that a typical haul road section is presented on Figure <br />2.2-5. The map referenced, as submitted with the application, does not provide a typical <br />section.
