March 17, 2011 C-1981- 035CKing Coal Mine MLT <br />discharge was occurring. The ponds were free of ice, and staff gages were present to <br />measure the water level and accumulation(s) of sediment. (Photos 2 and 3). <br />• At Ping II, culvert pipes and ditches were clear throughout the surface facilities area. The <br />outlet end of one culvert (located beneath the ventilation fan near the topsoil stockpile) was <br />partially filled in with sediment. <br />• The ground surface was slightly damp in spots, but there was no water standing in the ditches <br />and the sediment pond was dry. <br />• The grate for Manhole 92 was protected with a system of excelsior logs and riprap (Photo 4). <br />SUPPORT FACILITIES - Rule 4.04: <br />• Oil products are stored in a designated shed at Ping 11. Larger tanks (diesel and unleaded) <br />are mounted over a concrete foundation which provides secondary containment (Photo 5). <br />• 55- gallon drums are stored on top of a grate which covers a concrete sump (Photo 6), while <br />smaller buckets and machine parts are stored above pallets, also providing secondary <br />containment (Photo 7). <br />• Areas inside the concrete foundations constructed for future permanent office and bath house <br />facilities at King II are being used to store miscellaneous materials for the mine (Photo 8). <br />• The substation was securely fenced and locked (Photo 9). <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br />4.06.4: <br />• The topsoil stockpile at King 11 is clearly identified with a sign, and is protected with a <br />surrounding ditch and berm. <br />• Vegetation on the slopes of the stockpile appears to be consistent, although the top is <br />somewhat barren (Photo 10). <br />DOCUMENTS RECEIVED: None <br />OTHER (SPECIFY): None <br />Number of Partial Inspection this Fiscal Year: 6 <br />Number of Complete Inspections this Fiscal Year: 3 Page 3 of 9 <br />
