Channel 006-E1 (006 Gulch) <br />The 006-Gulch channel flows into Pond 006. A section of the channel approximately 600 feet <br />long (0.36 acres) in the portion of the ditch, just above the confluence with channel 006-NE2, <br />was excluded from the Partial Phase I Bond Release SL-2. The ditch segment needed additional <br />grading and riprap placement. Observations during the September 21-23, 2010 inspection <br />indicate that SCC performed the necessary regrading and riprap placement tasks and reseeded <br />the area around the channel, so the area has been included in the SL-3 proposed release area. <br />Light Use Road LU-lA <br />Light Use Road LU-IA extends approximately 490' along the ridgeline from its intersection with <br />LU-1 and provides landowner access by tying into an existing ranch road outside of the <br />disturbance boundary. The road was included within the SL-2 application request area, but had <br />not been approved for permanent retention. Seneca Coal Company provided the required <br />information for permanent retention of the road with their submittal for Technical Revision No. <br />68 (TR-68). The Division approved the revision on October 12, 2010; the road is now approved <br />for permanent retention. Accordingly, this road will be included in the proposed SL-3 release <br />area. <br />Light Use Road LU-1 <br />Light Use Road LU-1 is approximately 1,450' long and provides access to the main substation <br />and powerline from the Ridgeline Access Road. This road was excluded from the SL-2 release <br />area because "as-built" drawings documenting conformance with applicable performance <br />standards and permit specifications for permanent roads had not been provided, as required by <br />Permit Attachment 20-2. This information was included with TR-68; all of the required <br />documentation has been submitted and the road will be retained permanently. This road is <br />included in the SL-3 proposed release area. <br />Light Use Roads 3 and 4 <br />LU-3 and LU-4 are collectively referred to as the "Ridgeline Light Use Road" (LU-3 becomes <br />LU-4 as the road passes into the South Extension Area). The road extends from the Ridgeline <br />Access Road in the upper 006 Gulch watershed along the eastern ridgeline to provide landowner <br />access to properties in the South Extension of the permit area. This road was also excluded from <br />SL-2 because "as-built" documentation for the light use road segments proposed as permanent <br />roads had not yet been incorporated into the approved permit. The "as-built" documentation was <br />subsequently approved with TR-68. Observations during the September 21-23, 2010 inspection <br />indicate that the road was constructed as approved and was stable. The Division will propose <br />Phase I release on these roads with this SL-3 proposed decision. <br />Road "Y' <br />Page 17 of 22
