Proposed permanent roads in the South Extension Area that were included within the SL-3 <br />application include a Section of Road "J", and all or portions of permanent light use roads LU-1, <br />LU-IA, LU-3, LU-4, LU-5, and LU-6. These roads are shown on Figures 2a and 2b of this <br />document and Exhibit B (Phase I Bond Release Post-mine Topography and Drainage) of the SL- <br />3 application. The approved permit contains permanent retention documentation including <br />landowner letters and As-Built drawings for all of the permanent roads within the proposed bond <br />release area. The observations and findings specific to Road J and Light Use Roads LU-1, LU- <br />IA, LU-3, and LU-4 are discussed below, in the discussion of areas previously excluded from <br />the SL-2 application. <br />Light Use Roads LU-5 and LU-6 have been approved as permanent roads in the approved <br />permit. Seneca Coal Company has regraded the areas surrounding the roads and restored the <br />surfaces to a 12' width, and will maintain the roads until final bond release. These roads are <br />shown on Exhibit B of the SL-3 bond release application, and are included in the areas proposed <br />for Phase I bond release in the SL-3 decision. <br />Reclaimed Facilities <br />Seneca Coal Company requested, in the SL-3 application, full bond release for the Bath House, <br />which has been demolished, and the Diesel Tanks, which have been removed. During the <br />Division's March 14, 2011 inspection, it was confirmed that the required demolition and removal <br />has been completed. The Division is proposing to release bond for demolition and removal of <br />the Bath House and Diesel Tanks with this SL-3 decision. <br />Permanent Facilities <br />Facilities approved for permanent retention and included within the SL-3 application are the <br />Vehicle Maintenance Shop, Well House, power line segment, and various fences associated with <br />grazing management, property boundaries, and shrub plots. Exhibit B of the SL-3 application <br />shows the location of these facilities. All required documentation to support the retention of <br />these facilities has been provided within Attachment 20-2 of the permit. Accordingly, the <br />Division is proposing to release bond for the removal of the Vehicle Maintenance Shop, Well <br />House, power line segment (N 1 /2N 1 /2NW 1 /4 Section 29), and all fencing within the permit <br />boundary. <br />SL-2 Exclusion Areas Reassessed <br />Channel 006-NE2 <br />Additional grading and riprap installation was deemed necessary during the SL-2 bond release <br />inspection where erosion was observed in a section of the channel approximately 600 feet in <br />length, extending upstream from the steep lower segment. This 0.23 acre area was excluded <br />from the SL-2 bond release areas. Observations during the September 21-23, 2010 SL-3 bond <br />release inspection indicate that the area was stable and had been regraded with additional riprap <br />installed, so the Division has included this area in the area proposed for release under SL-3. <br />Page 16 of 22
