The guard rail was up and the road ditches had sufficient <br />capacity. The access road leading from the D-semi portal bench up to the utility bench was also in good condition. <br />The road's outside berm and road ditch were in place. The gob pile haul road was in good condition as well. The <br />outside berm and ditch associated with this road was in place. <br />REVEGETATION - Rule 4.15 ? O Vegetative Cover; Timing: <br />The grass cover on the fill slopes of the mine site benches was starting to green up. The outslopes of the <br />unit train loadout bench had a good cover of vegetation. <br />SLIDES and DAMAGE - Rule 4.12: <br />The cut and fill slopes of the various mine site benches and the unit train loadout bench were stable. The <br />excess material storage area across the haul road from the B-seam portal bench was stable. The coverfill stockpile <br />on the east end of the coal waste pile was also stable. Highwalls on the D-seam portal bench, B-seam portal bench <br />and behind the wash plant were stable. <br />SUPPORT FACILITIES - Rule 4.04: <br />There were no problems with any of the coal handling structures at the mine site. There was very little <br />coal that was stockpiled on the D-seam portal bench and on the coal stockpile bench at the bottom of the hill. <br />There were no problems with the various conveyor sections. The downhill conveyor's wildlife overpass was in <br />place. A loaded unit train was on site at the loadout. <br />SIGNS AND MARKERS - Rule 4.02: <br />The mine identification sign was up at the main entrance to the mine. The required information was on the <br />sign. The same information was on the mine id sign at the entrance to the unit train loadout site. <br />Surface disturbance markers, which are white pvc pipes over rebar placed into the ground, were up around the <br />disturbed areas. <br />TOPSOIL - Rule 4.0611 ?Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />The main topsoil stockpile at the mine had a good vegetative cover, which was beginning to green up. <br />There were no erosional problems with the stockpile. The topsoil signs were up on the stockpile. The topsoil <br />stockpile below gob pile no. 1 also did not show any signs of erosional problems. Straw bales were up on the <br />downgradient side of the stockpile, which had a good vegetative cover.
