Compliance With Mine Plan NA - Support Facilities Not On-site <br />NA -Other NA - Special Categories Of Mining <br />R - Processing Waste R - Topsoil <br />COMMENTS <br />AIR RESOURCE PROTECTION - Rule 4.17: <br />There were no problems with fugitive dust coming off of any of the disturbed areas, including the coal <br />stockpile areas and the gob pile. Also, there were no signs of coal dust being tracked onto the highway at the main <br />entrance. A fully loaded unit train was waiting at the loadout and no fugitive dust was observed coming off of the <br />loaded railcars. <br />HYDROLOGIC BALANCE - Rule 4.05 ? ?Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage - Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />There was only a small volume of standing water in pond B. The float was attached to the primary <br />discharge pipe. The pond's embankment was stable and the emergency spillway was clear of debris. Pond C had <br />water up to the level of the primary but the gate was closed. The float was on the primary. The emergency <br />spillway was not blocked by debris. Pond D only had a little standing water in it. Pond F had a moderate volume <br />of water but still below the discharge level. The pump was in place. Ponds J and K were dry. <br />The operator was performing maintenance operations on the ditches and culverts around the site. New straw bales <br />were in place, although bales still need to be replaced at the top of the downdrain on the coal stockpile bench <br />adjacent to the highway. <br />PROCESSING WASTE/COAL MINE WASTE PILES - Rule 4.10 and 4.1111 ?Drainage Control; Surface <br />Stabilization; Placement: <br />There were no signs of slope instability, such as bulging or cracking, on the outslope of the coal waste <br />pile.
