March 16,2011 C-1981-038Bowie No. I Mine JJD Stabilization;Placement: The west ridge waste pile showed no signs of slope instability.The vegetative cover on the pile was good and the collection ditches on the terraces had sufficient capacity.The upland diversion ditch was in place and was functional. ROADS—Rule 4.03❑❑Construction 4.03.1(3)/4.03.2(3)❑[]Drainage 4.03.1(4)/4.03.2(4)❑❑Surfacing and Maintenance4.03.1(5)and(6)/4.03.2(5)and(6)❑❑Reclamation 4.03.1(7)/4.03.2(7): The reclaimed entrance road at the east mine was stable and passable.The road ditches and cross ditches are working well to minimize erosion.The three paved entrance roads at the train loadout were in good condition. The entrance road at the well field was very muddy but passable.Entrance roads at the run-of-mine stockpile area and at the temporary highway coal stockpile area were a little muddy but passable. RECLAMATION SUCCESS-Rule 4.15,Rule 3: The backfilled and graded slopes at the east mine held up very well through the winter months.The roughened surface of the final grading held moisture and helped to prevent gullies from forming.Across Steven's Gulch road from the east mine,the reclaimed run-of-mine stockpile area also shows no signs of slope instability. The revegetation efforts at his site have resulted in a good vegetative cover.The west mine continues to show slope stability and moderate to good vegetative cover. REVEGETATION—Rule 4.15❑❑Vegetative Cover;Timing: The operator is preparing to seed the backfilled and graded slopes at the east mine.The area to be seeded lies above the former warehouse level up to the former water tank bench.The remaining slopes at the east mine already had been seeded and the vegetation cover is starting to establish itself. The vegetative cover at the west mine was moderate to good. The train loadout bench outslopes had a good stand of grass while that at the partially reclaimed temporary highway coal stockpile area was moderate.The reclaimed run-of mine stockpile area had a good stand of vegetation. SUPPORT FACILITIES-Rule 4.04: There were no problems with any of the remaining facilities at the train loadout or with the pump house at the well field up Steven's Gulch road.Areas of the train loadout bench were being used to store some drilling equipment. SIGNS AND MARKERS—Rule 4.02: Mine identification signs were at the entrances to the east mine,run-of-mine area,loadout,west mine,well field and the temporary highway coal stockpile areas.All of these areas have been or are in the process of being reclaimed.Mine id signs are also up along Stevens Gulch Road where the permit boundary crosses the road.The information on the mine id signs is the required information.However,the address on the signs is the old address and needs to be updated with the new address implemented by Delta County. Surface disturbance markers were up around the disturbed areas.It might be a good idea,however,to add additional surface disturbance markers on the east end of the train loadout and at the reclaimed run-of-mine area.
