March 14, 2011 C-1982-056/Foidel Creek Mine JDM <br /> material has filled the eastern most culvert to —3/4 full,the middle and western most culverts —1/2 full. <br /> Repair work was initiated on the morning of 3/15. Repair of the Berm to establish run-off to the existing sump <br /> was conducted. The run-off has been successfully diverted away from the area of erosion and Foidel Creek. The <br /> material build-up at the culverts of Foidel Creek has been cleared. <br /> The photographs depicting the extent of damage will be researched and discussed upon return to the Division <br /> office in Denver. <br /> GENERAL MINE PLAN COMPLANCE: <br /> The longwall move has been completed and is currently mining as permitted in the 19LT panel. One coal train <br /> was being loaded at the onset of the inspection. Drilling activities were observed at the 18LT as permitted through <br /> MR250. <br /> OTHER(SPECIFY): <br /> This was a complete coal inspection of the Foidel Creek Mine conducted by Jason Musick of CDRMS. Brian <br /> Watterson of TCC accompanied the inspection. The weather was clear at the onset of the inspection and turned to <br /> cloudy by the completion of the inspection. <br /> Follow-up of the work in progress to repair the damage to the Truck Loadout access road and Pond B access road <br /> was conducted on 3/15/2011. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> Refuse material continues to be placed in the RDA expansion area. Material has been stockpiled at the toe of the <br /> RDA expansion area. No problems were noted. <br /> ROADS—Rule 4.03;Construction 4.03.1(3)/4.03.2(3);Drainage 4.03.1(4)/4.03.2(4);Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5) and(6)Reclamation 4.03.1(7)/4.03.2(7): <br /> The 6NM, 18LT, and Fish Creek Borehole access roads were wet and muddy at the time of the inspection. Access <br /> roads were stable and in good condition at the time of the inspection. Main facilities roads were extremely muddy <br /> and wet. All roads were stable with the exception of the following: <br /> -Please see Hydrologic Balance section and Slides and Other Damage Section. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> As mentioned in the Hydrologic Balance portion of this inspection report,the roadside ditch along the Truck <br /> Loadout access road and into the Pond B access road has filled in with material and the runoff has cut through the <br /> roadside berm on the northwest side of the Truck loadout Access Road. This down-cutting has generated gully <br /> erosion which flows down hill and directly into the three 42"culverts in which Foidel Creek is located. The <br /> eroded gully channel is —18" wide and 18"deep at the most extreme location. The material has filled the eastern <br /> most culvert to—3/4 full,the middle and western most culverts --1/2 full. <br /> Repair work was initiated on the morning of 3/15.
