Preliminary Adequacy Issues for CN-01 6 <br />May Day Idaho Mine Complex <br />The proposed work plan for the illegal access road was reviewed by Division staff <br />members Peter Hays and Tim Cazier. Please address the adequacy issues identified by <br />Mr. Hays and Mr. Cazier in their attached review memorandum, dated March 7, 2011. <br />16. Exhibit D of the application refers the reader to Exhibit T, Section 6.4.20.10, for the <br />Stormwater Management Plan. <br />The proposed Stormwater Management Plan was reviewed by DRMS staff member Tim <br />Cazier. Please address the adequacy issues identified by Mr. Cazier in his attached <br />review memorandum, dated March 1, 2011. <br />17. Exhibit D of the application refers the reader to Exhibit 6.5 for a work plan addressing <br />repair of the collapsed portal at the May Day 1 level. <br />The proposed work plan for the portal was reviewed by Division staff member Tim <br />Cazier. Please address the adequacy issues identified by Mr. Cazier in his attached <br />review memorandum, dated March 11, 2011. <br />18. Under the "Mill Retrofit and Commissioning" portion of Exhibit D, the application <br />discusses the installation of a 700 foot long pipeline to transport tailings from the mill to <br />the underground disposal location. Other parts of the application state the tailings will <br />be dewatered prior to disposal. Please clarify how the Operator intends to pump <br />dewatered tailings through the 700 foot long pipeline. <br />19. The application indicates the tailings will be dewatered through the use of cyclones. <br />The Division is familiar with the use of cyclones to separate tailings by particle size but <br />not for the purposes of dewatering. Please describe how cyclones will be used to <br />dewater tailings. <br />20. On page four of Exhibit D, the application describes the drill pads as being 100 feet by <br />100 feet. On page six of Exhibit D, the drill pads are described as being 200 feet by 200 <br />feet. Please clarify. <br />21. Section 6.4.4(1) of Exhibit D indicates explosives will be utilized and directs the reader to <br />Exhibit 6.5, Geotechnical Stability Exhibit, for a blasting report. Attachment 6.5.6 <br />contains a certified report from Terry Morris, PE, addressing underground blasting at <br />1,500 foot depth. Attachment 6.5.7 contains a statement from Franklin Drilling and <br />Blasting, Inc., addressing underground blasting at 1,000 foot depth. Neither of the <br />statements addresses the potential effects of blasting at or nearby surface. Near <br />surface blasting has occurred at the site as recently as September 3, 2009, during the <br />construction of the illegal portal at the May Day 1 level. Additionally, near surface <br />blasting could be necessary during the re-construction of the failed portal at the May <br />Day 1 level and during construction of the access roads to the eleven drill pads. Please <br />provide the information required under Rules 6.4.4(1) and 6.5(4) for surface, as well as <br />underground, use of explosives.
